La Hantise du Passé

Nous voilà encore une fois confrontés à la peur de revoir le Liban détruit à nouveau. La guerre de l’été 2006 a été un calvaire pour tous Libanais vivant au Liban ou ailleurs. En 2007, bien évidement, la situation politique libanaise n’est pas encore celle de 1975, nous ne sommes pas encore en guerre civile. Mais, bien des événements qui ont lieu aujourd’hui rappellent à notre souvenir les fantômes du passé. Ils siègent de nouveau, d’ailleurs sont-il un jour partis ?


Notre scène politique est devenue celle de règlements de comptes personnels qui viennent dynamiter la vie sociale, politique et économique. Chacun s’obstine à vouloir tout régler à sa manière, comme si le principe politique d’intérêt national inhérent à tout Etat, est inexistant.

La voix des gens libres, des intellectuels et des philosophes terrorise le tyran, qui a réagi violemment pour faire taire, et pour toujours, « des Samir Kassir » qui ont osé crier for l’Unité de leur Nation.
Ils sont effrayants ces dirigeants de milices groupés au bord de l’arène, poussant leurs gladiateurs au combats sanguinaires, des combats identitaires qui laissent croire l’inexistence de l’Identité.

En 2007, le dilemme s’impose encore : Comment sortir indemne de cette situation menaçante? Le Liban n’est pas une dictature, il n’est pas non plus une démocratie, le constat est que les libans s’entrechoquent et les libans s’entretuent.
Ce climat explosif se régénère et se reconstitue, il nous éjecte du présent, nous prive de l’avenir et nous projette constamment dans un passé qui nous écrase, et qui ne cessera de le faire si nous persistons dans notre ignorance, notre intolérance, et notre refus d’assimiler un passe douloureux, d’en faire le deuil et de s’en sortir une fois pour toute.

Un seul dirigeant a été jugé et emprisonné. Les autres sont restés libres ! Libres malgré les crimes commis contre leur peuple, libres malgré la terreur qu’ils ont fait régner.
Plus grave encore, ils sont restés libres alors qu’ils ont vendu le pays, et continuent de le faire. Je ne peux m’empêcher de dénoncer ces seigneurs de guerre restés seigneurs de « paix » sans aucun jugement judiciaire ni populaire.
Le poids du secret qui pèse sur la guerre civile libanaise est lourd, nous n’avons jamais pu écrire cette partie de notre histoire si dure à accepter, si dure à dépasser et à assimiler.
L’Interdit règle toujours nos petites vies au rythme imposé par les seigneurs des communautés.

En conclusion, nous ne sommes que des citoyens libanais, assujettis aux chefs communautaires avant qu’on ne soit égaux devant la loi. Devant nos chefs, nous ne sommes que des enfants face à ces adultes, ils ont sur nous un droit de vie et de mort. Le pire, c’est que nous l’acceptons, et nous ne manquons aucune occasion de les remercier et de les récompenser à ces héros aux mains pleines de sang, en leur jurant d’être prêts à sacrifier notre âme et notre sang pour eux (belrouh beldamm….nafdika ya zaim)...

From Beirut, by an Israeli Journalist who Made it

This is not a fiction, this is totally true, an Israeli journalist decided to go to Beirut to cover the first commemoration of July war.Her name is Lisa Goldman and reports for Channel 10 in Israel.She managed to get in, and obviously she managed to leave... apparently she likes the city because it reminded her of Tel-Aviv!...The question is, what is the kind of feeling you can have towards such a situation... from being offended to being amazed passing by the most angry feeling one can have...that's what this video is all about, at least for us Arabs...When I first heard about this video I said to myself calmly: Let's see what is it about, but when I watched it... I felt a mixture of humiliation, insecurity, sadness and anger...If a normal israeli journalist can make it that easily to Beirut, undercover with probably just some kind of european or american passport, Isn't it time to ask ourselves what is the best way for us to feel safe? Is it a continuity of the war situation or a normalization with israel meant to make such a video report a matter of banality?...

I Am Not Neutral

Neutrality would be classed as a ‘Bad Word’ in the Lebanese dictionary; if Saeed Akel ever got himself to writing one. We are known as a passionate opinionated people with a fiery Mediterranean temper. A British journalist once remarked how shocked he was at the way the Lebanese displayed openly their political allegiance whether through their discourse or the use of party symbols. By not belonging to a political, religious or ideological ‘Front’ you had de facto eliminated yourself from any purposeful conversation around a table of equally self deluded ‘politicized’ Lebanese.

In fact I am not neutral. Far from it. I have held solid socio-political convictions for many years. My main deficit recently has been not to find enough common ground with any of the parties on the political scene. In a nutshell I am offered a simple choice between a Sunni-Druze-Christian alliance in tune with the US and a Shiite-Christian axis supported by the objectionable Iranian and Syrian regimes. The prospect of a tamed Middle East ruled by corrupt pro-western monarchies and at the mercy of Israeli economic and military domination does not reassure me. On the other hand the combination of Mullahs and Baathists excites me even less. Despite their best effort to throw Hugo Chavez of Venezuela in the mix to spice things up, I still need a lot of convincing.

Faced with this dire choice many of my friends have indeed taken sides claiming that this was a time for priorities in what is a global conflict between democracy…and democracy. If you happen to belong to the Shiite, Sunni or Druze community then it is usually straightforward: you join your respective camps while rationalising your mostly tribal and sectarian decision through the use of meaningless academic rhetoric. If you happen to be Christian and things get complicated you resolve it by developing a mystical attraction to the not yet graduated Dr Geagea or an unhealthy obsession with the less than successful General Aoun.

The rest of us, if lucky, can aspire to be neutral in the sense of peace or environmental activists who choose to ignore the absurd but real circus happening on our screens and in our streets. Others, like, me, will vent their anger on the World Wide Web hoping for an alternative.

هزيمة المنتصرين... "انتصار" المهزومين

ملخص لمقال راجح الخوري-جريدة النهار

عام على عدوان اسرائيل الوحشي الذي اتخذ شكل اعصار تدميري. لكنه قياسا بالفشل الذريع الذي اصاب أهدافه تحول انتصارا محققا
لـ"حزب الله" ضاعف من رصيد المقاومة التي كانت قد تمكنت في 24 ايار من عام 2000 من ان تلحق اول هزيمة ناجزة باسرائيل عندما اجبرتها على الانسحاب من الجنوب.
كان النصر اعجازيا رغم تكاليفه الباهظة. وكان في نظر "حزب الله" "نصرا الهيا". ولكن مهما تكن الصفة المعطاة له، فان تداعياته داخل الثقافة العسكرية التي قام عليها الجيش الاسرائيلي، وكذلك داخل سيكولوجيا المجتمع في اسرائيل، كانت اكبر بكثير من نتائجه الميدانية.
لكن المفارقة المذهلة التي تدعو الى التأمل فعلا تبدو الآن من خلال مقارنة بسيطة بين ما حصل في اسرائيل منذ عام وما حصل في لبنان. حيث يمكن القول ان العدو الذي خرج مهزوما من حرب 12 تموز إنكب على معالجة نتائج هزيمته في المجالين السياسي والعسكري وشكّل لجنة "فينوغراد" لتحديد المسؤوليات بما يساعده تاليا على اصلاح الخلل والأخطاء.
في المقابل دخل لبنان المنتصر عبر صمود "حزب الله" في أزمة متفاقمة عطلت دورة الحياة السياسية الطبيعية فيه، وادخلته في اتون من الانقسام السياسي الحاد الذي رافقه نزف قاتل في الاقتصاد وفي هجرة الكفاءات.
يمكن اختصار هذا التناقض بالقول، ان الذين هزموا في اسرائيل انتصروا على ما اصابهم من السلبية والاذى، اما الذين انتصروا في لبنان فقد قفزوا الى هزيمة ما زالت تجرجر اذيالها منذ ثمانية اشهر ونيف تقريبا، وليس من الواضح انها ستعرف نهاية قريبة.
ففي ظل الخلافات الجذرية العاصفة على الحكومة وقبلها طبعا على المحكمة الدولية، ثم الآن على الاستحقاق الرئاسي، يبدو لبنان تائها في نفق ازمة معقدة لا تنهكه فحسب بل قد تدفعه نحو مزيد من التناحر، الذي قد تؤججه نحو مزيد من التناحر، الذي قد تؤججه اي انفجارات اقليمية، يزداد خطرها اولا في ظل الاحتمالات الصاعقة في العراق لجهة اي انسحاب اميركي مفاجىء، وثانيا في ظل الاحتمالات الكارثية لجهة قيام اميركا واسرائيل بتوجيه ضربة الى المواقع النووية الايرانية.

ولكن السؤال الجوهري الذي يجب ان يطرحه اللبنانيون في ذكرى الحرب هو:
لماذا تحول الانتصار على اسرائيل هزيمة داخلية في لبنان تجعلنا نجرجر اذيال الازمة التي تستعصي على الحلول والمبادرات والمساعي، وهو ما ستكون عليه الحال في "اللقاء الحواري" في سان كلو حتما؟
بصراحة كلية، ان محاولة توظيف الانتصار على اسرائيل في الداخل اللبناني وعبر اجراء تغييرات حاسمة في التوازنات الداخلية، هو الذي اشعل حربا سياسية تشل لبنان منذ ثمانية اشهر، ومن المؤكد انها لن تنتهي بمنتصر قط لأن الكل سيخرج منها مهزوما!
بصراحة اكثر، ان الانتصار على اسرائيل الذي سرعان ما اعتبرته ايران وسوريا انتصارا على اميركا ايضا (وليس لنا ان نعترض على هذا اطلاقا) لم يكن من المنطقي او المفهوم ان يتحول انتصارا يجب ان تكون له مفاعيله السياسية الداخلية في لبنان، وتحديدا عبر المسارعة الى قلب الطاولة الحكومية، انطلاقا من شعارات غير واقعية وغير عادلة افترضت ان اسقاط انتفاضة التغيير و"ثورة الارز"، انما هو ترجمة عملية للانتصار المتحقق على اميركا عبر هزيمة اسرائيل!

عظيم. صدقا ليس هناك من يعترض على افشال المشروع الاميركي، ولكن ثمة اعتراض حاسم وكبير على افتراض ان اسقاط الحكومة اللبنانية هو افشال للمشروع الاميركي، وان اجهاض المحكمة الدولية هو ايضا اجهاض لهذا المشروع!
وعندما يقال في طهران: يجب ان نهزم اميركا في لبنان، فهل يعني هذا بالضرورة خربطة التوازنات السياسية اللبنانية، على افتراض ان كل من هو خارج تجمع 8 آذار يشكل انتدابا اميركيا مستوردا الى لبنان؟

THE 'UNISLAMIC' RESISTANCE


Almost a decade ago I attended the projection in Beirut of a film by the tragically deceased Lebanese Film-maker Maroun Baghdadi. The short Documentary titled ‘The Most Beautiful of Mothers ‘(Ajmal el Oummahat) was dedicated to the mothers of those fighting Israel in South Lebanon in the late 1970s. At the time the resistance was not Islamic. In fact it was Unislamic: at least if we judge it by how Islamists define themselves these days. It was nonetheless an ideological resistance and behind the official discourse over the sanctity of the land the fighters of various leftist organisations featured in the film dreamt of the socialist paradise on earth not too dissimilar to the one promised to Hezbollah fighters in the afterlife.

That resistance was defeated, not by the Israeli invasion, but by a shift in the global balance of power and a change in regional interests. On its remains was born the 'Faithful Resistance' soon to become formally recognised as the Party of God. The choice of denomination is not merely to ascertain its own identity but also its difference from its unfaithful predecessor. In this new context your religious belonging and your social attitude became as important as your position on the Israeli entity.

Today we are asked by Hezbollah’s allies under the cover of a ‘constructive alliance’ to dismiss this essential aspect of their ideology which does not accept diversity and does not tolerate dissent from a strict specific interpretation of Islam. Their reliance on another regional power game makes one wonders why other Muslims and non-Muslims with different views on life, death and the human condition should expect them to triumph where others, who where no less patriotic and no less dedicated, failed.

"قبل سنة بالضبط: بيروت عشية الوعد الصادق كانت غير مصدّقة عيونها: كانت موعودة بصيف جمع الأهل. وفي حدْسها ما يستشعر" هشاشة بريق الوعود
وإذا بـ الوعد الصادق يحقق توجساتها. ثلّةٌ من رجال الله، حسب تعبير حزب الله، يتجاوزون الخط الازرق، يقتلون ثمانية جنود اسرائيليين ويخطفون اثنين. ثم يصرخون مقاومة... مقاومة..... فيتحول لبنان بعيد ذلك الى كتلة من نار وحديد
يحار أهله من المقيمين والمغتربين كيف يلمْلمون انفسهم ويفرّون من جحيمهم المفاجىء... من هذه الموقعة التي بدا فيها «الحزب»، قائدها، وكأنه أعدّ لها منذ دهر

في الوعد أولا
الذين وعدوا بـصدق هذه العملية هم الذين قرروا القيام بها. هم الخمسة عشر خبيراً الذين قال عنهم نصر الله انهم هم الذين قرروا العملية
خمسة عشر خبيرا لا نعرف لا وجوههم ولا اسماءهم، هم الذين قرروا نيابة عن كل الباقين. اللهم الا هؤلاء المسؤولين وعائلاتهم والمقربين منهم. وقد هُرّبوا من الجنوب والضاحية عشية العملية
وهؤلاء الباقون هم الذين تكبّدوا الدمار والموت والنزوح ثمنا بخساً لـوعد سوف يصدق

كيف تمكّن الحزب من هذا الانتصار؟ كيف استدخله الى عقول جماهيره

بالارهاب اولا. الارهاب المحلي. وهذه عينة عنه عشية وعده الصادق: نصر الله يهدد الذين يطالبون الحزب بنزع سلاحه... بقطع اللسان والرأس... وقد صفّق له حينها بعض عتاة القوميين واليساريين في مؤتمر لنصرة هذا السلاح تحديداً. ارهاب الميليشيا المسلحة المنظمة أشد تنظيماً
بالتلفزيون، صانع الوعد وصانع صدقه. اليوم الثاني لانتهاء الحرب، شاشة المنار تغطي عودة الجنوبيين المظفّرة الى ديارهم المدمّرة وهم يلوّحون بإشارات النصر. وعشية هذه العودة كانت بيروت خالية تماما من البنزين
وهنا نبلغ صفة الصادق. ما الذي يصنع صدق الوعد؟ ليس تحقيقه بالطبع. أي: ليس تحقيق الوعد هو الذي يبيّن صدقه. ما الذي يصنع الصدق اذاً؟ تصديقالجماهير له، فطالما صدّقته بقي الوعد صادقا
الحزب بذلك عاد فأنشأ التقسيم المعتاد للعمل وللأدوار: اقلية الاقلية؛ خمسة عشر خبيرا، اي ان نسبة 0.0004 في المئة من الشعب اللبناني اذا حسبنا عدده اربعة ملايين، تقرر لنا الموت، وهي محمية منه، بصفتها صاحبة الشوكة. وأكثرية، هي الجماهير العريضة لـالحزب تعبَّأ وتنظم وتصفق وتفتدي... فتعطي هي بنفسها صك البراءة للمتسببين لها بهذا الموت. صك البراءة من الكذب. صك الانتصار على العدو من دمها ولحمها وارزاقها ومستقبلها... فضلا عن دماء وارزاق الذين لا يصدقون الوعد الصادق
فما العمل بعدما تولّد عن الوعد الصادق كل هذه الاصناف من الانتصارات؟ وعلى رأسها إختراق الارهاب لمواطن نفوذ حزب الله الامني؟ أم ان الحزب متواطىء مع هذا الارهاب

أُحِبّ ُ عَلَََم بلادي أحمر أبيض أخضر أحمر
أحبُّ جيش بلادي أخضر زيتي كاكي تُرابي
أحبّ الهواء يسرح و يمرح في مُربّعات و فسحات حارتي
لا أحبّ الدّمار و الفراغ في حارتي, حارة حريك
أحبّ شارع "ألكسي عبد النّور" فيها, كما لم أحبّه من قبل و أحبّ شارع الحمرا
أحبّ البْلوزة بلا كِمّ
أحبّ الزواج المدني
أحبّ سمير قصير لأنّه فَهيم، ولأنّه أراد "الٳنتفاضة على الإنتفاضة" و لأنّه وسيم جدّاً
أحبّ شاب " الإنضباط"1 الذي إبتسم لي كثيراً دون أن يغضّ الطّرف
فعيناي ليست عَوْرة امّا شَعْري فطويل جميل كما أراده لي رَبّي وخَلقه
ثُمّ حاكََََه خِماراً لرأسي فرَبّي جميل يُحبّ الجَمال- كما أنّي اُخْتٌ في الإنسانيّة لهذا الغريب الوَدود القريب
و أَفرَغَ َ ماء شُرْبه على زجاج سيّارتي المجلغم من زوم شطف إمّ علي
أحب ّإذاً هذا الشّاب المُلتحي قليلاً الذي أحبّني و قال لي و هو يسكب ماءه
شَغّلي المَسّاحات! فقلتُ "بَسْ بْطرطشك" فَرَد ّ و هو يبتسم كثيراً
و لا يهمِّك شغليّا! فهو لا يهاب مَؤتاً و لا رذاذ ماءٍ
أحبّ "إم علي" لا تفهموني غلط و لكنّي لا أحب زوم غسيلها
أحبّ لبنان كما في نشيد الأناشيد و أغاني الرّحابنة
أحبّ ما قاله النبيّ التوراتيّ حَبقوق عن لبنان في "لعنته" الرّابعة
و أحبّ أيضاً "لعنته" الثّالثة
أحبّ لو يعود بعض المسيحيين الى حارتهم حارتي
فأنا أحبّ جَرَس كنيسة حَيّنا
لا أحبّ الطّائفية لا أحبّ العنصريّة لا أحبّ النّازيّة لا أحبّ الفدراليّة لا أحبّ الإنعزاليّة لا أحبّ الفرْز لا أحبّ الحياديّة لا أحبّ الفساد لا أحبّ الغدر لا أحبّ التبعيّة و لا الٳلتحاقية
أحبّ لبنان وطناً نهائياً لنا جميعاً
أحبّ الحريّة أحبّ الديمقراطيّة أحبّ العدالة أحب ّالتكافل الإجتماعي , أحبّ الأمن أحبّ الكرامة أحبّ المروءة أحبّ الدفء

أحبّ هويّتي المُزَرْكشة الواحدة كما الثّالوث : ٳسْمي الفارسيّ,بَشرتي الرّوميّة ,نَبْضي العامِليّ عنفواني اللبنانيّ هَواي المتوسطيّ فَذلَكتي الفرنكوفيونيّة عِنادي العِراقيّ و عُمْقي القُرَشيّ الهاشميّ
لا أحبّ الفوضى الخلاّقة و لا الحروب الأهليّة,و لا الإغتيالات السياسيّة
أحبّ أمّي و أبي و أحبّ كل البشريّة - تقريباً لأنّي لا أحبّ الأنْدال على أشكالهم
لا أحبّ الوزير اليابانيّ "فوميو كيوما" (يا حَيْف ! خَسِىء أشباه الرجال !) لكنّي أحبّ الهاْيكو
أحبّ من يحبّني لا أحبّ من لا يحبني
لكنّي أحبّ عودة الإبن الضّا ل
أحبّ محمد و عيسى و موسى و بوذا و بْراهما و الشِّنتو و السّيخ والصّوفيين و الموحدين
والعلويين و الصّابئة و اللاأدريين و أهل الشّك و أهل اليقين و العلمانيين
أحبّ بيت "خالو هيثم" في الصَوّانة "البيت المربّع" فهكذا عَمَّده إبن خالي عندما كان صغيراً أحبّ هذا البيت مع أنّه طار في حرب تمّوز
أحبّ كثيراً مَن فَدى بنفسه عنّي و عنك و عن الوطن
أحبّ الحياة كثيراً و اخاف الموت
أحبّ الشمس و البحر و الجبل و قَلعة بعلبك
أحبّ الفُنون والغناء و الشّعْر و الرقص
أحبّ الكِتاب و الصُّحبة الطيّبة
أحبّ شَعْري حُرّاً في الهواء يُلاعبه نسيمٌ عليل
أحبّ الجسد كما الرّوح
أحبّ الشّرق كثيراً
أحبّ الرَّجُل شَهْماً,مُرْهَفاً شاعراً كريما فارساً عربيّاً... يا سلام
أحبّ المرأة سيّدة قَدَرها
لا أحبّ تفضيل الرجل على المرأة و أحبّ الأَزْرق و الزّهْر للبنات
أحبّ الحُلُم
أحبّ المازة اللبنانية مع انّي لا أحبّ الكبّة النيّة و اخَواتها
أحبّ فيروز و وديع و عاصي و فِلِِمون و زيا د و بْريلْ و براسّانس
أحبّ ايضاً نانسي وغمّازاة اليسار و شيرين و روبي أحياناً
أحبّ كلّ ما سقط منّي سهواً
أحبّ المكان أكثر من الزّمان

محمد بوكرين، تذكروا هذا الإسم جيدا، ولا تستغربوا أن تكتب غدا تقارير المنظمات الحقوقية الدولية أن بوكرين هو شيخ المعتقلين السياسيين، ليس في المغرب فحسب وإنما في العالم. فهذا الشيخ الطاعن في النضال الذي عبر عقده الثامن مجتازا زنازين المعتقلات في عهد ثلاثة ملوك صدر أول أمس حكم ضده بالسجن سنة نافذة، كاملة غير ناقصة، بتهمة المس بالمقدسات 2

محمد بوكرين، هذا الاسم يختزل تاريخ الاعتقالات السياسية في عهد ثلاثة ملوك وبرودة الزنازين طيلة خمسة عقود، فقد ظل ينزل عليها ضيفا منذ عهد السلطان محمد الخامس مرورا بعهد الملك الحسن الثاني وانتهاء بعهد الملك محمد السادس. وعندما يكتب غدا مؤرخ نزيه عن التهمة التي أدين بها بوكرين ورفاقه، سيصعب عليه، أولا، شرح هذه التهمة لقرائه لأن تقديس البشر انتهى منذ عهد العقود الوسطى، وثانيا، سيجد حرجا كبيرا في تفسير أن محكمة أصدرت قرارا بسجن رجل بلغ من الكبر عتيا بتهمة هلامية هي المس بالمقدسات
لم أقرأ حيثيات الحكم التي استندت إليها هيئة المحكمة في إصدار حكمها هذا على رجل طاعن في السن بتهمة هي أقرب إلى الشبهة منها إلى الجريمة الموصوفة، لأنه بجريرة هذه الشبهة يمكن أن تساق كل التهم وتبرر كل الأحكام مهما كانت ظالمة وغير عادلة عندما قررت هيئة الإنصاف والمصالحة فتح شاشة التلفزيون لبوح ضحايا الانتهاكات الجسيمة في سنوات الجمر والرصاص 3، اكتشف المشاهدون سخافة التهم التي كانت تلصق بالضحايا لتسلخ سنوات طويلة من عمرهم داخل زنازين النظام الباردة وعندما تقرأ أجيال الغد ما سيكتبه المحللون عن محاكمة بوكرين ستكتشف تناقض الشعارات التي ترفعها الدولة اليوم حول دولة الحق والقانون واستمرار الاعتقالات السياسية باسم المس بالمقدسات
تهمة بوكرين الحقيقية هي تمسكه بحقه في التعبير عن رأيه بحرية، لم تثنه عن ذلك سنوات القمع الذي تعرض له طيلة مسيرته السيزيفية مدافعا عن الحق، مطالبا بالعدالة ومبشرا بالحرية، ولم يزده ظلام الزنازين إلا عنادا وصلابة في وجه جلاديه. من المفارقة أن يزج برجل طاعن في السن في غياهب السجون بتهمة المس بالمقدسات، في الوقت الذي تسكت فيه محاكم المملكة وقضاتها عن فضيحة تفويت وقف من أوقاف المسلمين بسعر رمزي لمدير الكتابة الخاصة للملك، أو ليس التصرف في وقف المسلمين بدون وجه حق أكبر من المس بالمقدسات؟ لأن فيه انتهاكا لقيمة جوهرية هي الحق، وعندما يكون هذا الحق جماعيا، يعود إلى أمة بكاملها، فإن التهمة تصبح أكبر والإدانة أقرب

وإذا كانت هناك من قيمة توجب التقديس فهي قيمة الحق، ومن يقدس هذه القيمة يستحق التقدير والاحترام. وبوكرين يستحق منا التقدير والاحترام لأنه يدفع ما تبقى من سنوات عمره (أمده الله) قربانا لهذه القيمة التي ستجعلنا نتذكره كلما تركناها تضيع منا، أما تقديس البشر فهو إلى زوال

The Rise of Illiberal Democracy, Why a democratic election is not the solution to the Middle East fiasco

Fareed Zkaria’s highly cited paper The rise of illiberal democracy was written in 1997, but it can’t be more relevant to analyze nowadays politics. in this paper Zakaria argues that a distinction should be made between democracy and constitutional liberalism, where the later does not necessary come with the former. This distinction is of great importance because it points out the flaw of USA, and some European countries, approach to democracy issues in the Middle East. The Rise of Illiberal Democracy

It has been difficult to recognize this problem because for almost a century in the West, democracy has meant liberal democracy -- a political system marked not only by free and fair elections, but also by the rule of law, a separation of powers, and the protection of basic liberties of speech, assembly, religion, and property. In fact, this latter bundle of freedoms -- what might be termed constitutional liberalism -- is theoretically different and historically distinct from democracy. Today the two strands of liberal democracy, interwoven in the Western political fabric, are coming apart in the rest of the world. Democracy is flourishing; constitutional liberalism is not.

Constitutional liberalism has led to democracy, but democracy does not seem to bring constitutional liberalism. In contrast to the Western and East Asian paths, during the last two decades in Latin America, Africa, and parts of Asia, dictatorships with little background in constitutional liberalism have given way to democracy. Democratization has led to an increasing role for theocratic politics, eroding long-standing traditions of secularism and tolerance.
The tension between constitutional liberalism and democracy centers on the scope of governmental authority. Constitutional liberalism is about the limitation of power, democracy about its accumulation and use. For this reason, many eighteenth- and nineteenth-century liberals saw in democracy a force that could undermine liberty.

Governments produced by elections may be inefficient, corrupt, shortsighted, irresponsible, dominated by special interests, and incapable of adopting policies demanded by the public good. These qualities make such governments undesirable but they do not make them undemocratic. Democracy is one public virtue, not the only one, and the relation of democracy to other public virtues and vices can only be understood if democracy is clearly distinguished from the other characteristics of political systems..

Elections require that politicians compete for peoples' votes. In societies without strong traditions of multiethnic groups or assimilation, it is easiest to organize support along racial, ethnic, or religious lines. Once an ethnic group is in power, it tends to exclude other ethnic groups. Compromise seems impossible

While it is easy to impose elections on a country, it is more difficult to push constitutional liberalism on a society. The process of genuine liberalization and democratization is gradual and long-term, in which an election is only one step. Without appropriate preparation, it might even be a false step. In an age of images and symbols, elections are easy to capture on film. (How do you televise the rule of law?) But there is life after elections, especially for the people who live there.”

Today, in the face of a spreading virus of illiberalism, the most useful role that the international community, and most importantly the United States, can play is -- instead of searching for new lands to democratize and new places to hold elections -- to consolidate democracy where it has taken root and to encourage the gradual development of constitutional liberalism across the globe. Democracy without constitutional liberalism is not simply inadequate, but dangerous, bringing with it the erosion of liberty, the abuse of power, ethnic divisions, and even war.

Video of abuse under police custody

This short (11s) clip shows what appears to be a minor being interrogated by an officer. It was posted on LiveLeak under the title 'Lebanese secret service abuse'. We have no way of guaranteeing that it is genuine. The person who posted it appears to have islamist links from the content of his other posts on LiveLeak. On the other hand the accents are Lebanese and the uniforms are used by the Internal Security Forces (ISF). The purpose of posting it on Arabdemocracy is not to single out the Lebanese authorities. They can hardly be compared to their more ruthless counterparts across the Middle East. Rather the message should be that this type of abuse under police custody is unacceptable anywhere. But faced with the terrorist threat some might disagree!
