Can Art Survive in a State of Survival?

The above headline is a crucial and legitimate question that emerges on the surface whenever a cultural or artistic life of a country is threatened. The threat can have many origins from poor socio-economical conditions to insecurity, in addition to a particular type associated with despotism and dictatorship. The latter gives birth to the worst artistic and cultural life assassin: Self-censorship.
Shall we remind ourselves at this point of the state of artistic and cultural energy in the Stalinist and Post Stalinist Soviet Union, unless when they were at the service of the regime?
At that time, the principles behind the Bolshevik Revolution that created the former Soviet Empire were inspiring millions around the wealthy Western Europe. There, the young bourgeois of the so called “glorious thirties” were dreaming of building a better human, social and fair future with a music instrument in one hand and a paintbrush in the other.
As a counter example and diving deeper into history, back to the European Renaissance of the late 12th century, the position of Italian cities (like Venice) as great trading centers made them intellectual and economical crossroads. Trade and cultural exchanges brought wealth to Italy where private and public artistic projects could be commissioned and individuals had more leisure time to study.
In our present Arab World, precisely in the Gulf, art and culture are said to be booming. France and Abu Dhabi signed a deal last year to build a branch of the renowned Louvres museum in the UAE. The Sharjah Biennial has established itself as a regular event and millions are spent each year to guarantee its success (it seems money can buy it all). Finally, the renowned Parisian Sorbonne University opened a branch in Abu Dhabi. There is little doubt that political stability is strengthening this artistic and cultural direction in the Gulf, at a time when the whole region is sitting uncomfortably over a barrel of gunpowder (and oil).
Hundreds of kilometers away, Syria celebrated this year Damascus as the Arab capital of Culture. A Culture which appears the hostage of the security logic in a country where an intellectual who speaks his mind in a newspaper or on a political talk show can simply be apprehended by the security services and disappear (if he’s lucky just for a couple of days).
The purpose being, to inoculate in him the genes of self-censorship which guarantees respect for the government and security for the country.

Neighboring Lebanon is as always slightly different. After 15 years of bloody civil war and despite an incomplete peace since 1990, the heart of intellectual and artistic Beirut had started beating again. It was, once again, inspiring Arab writers and poets, performers and intellectuals who missed its vibrant life during the years of war. But this was short-lived.
We are back to square one again.
The newspapers are counting the number of foreign investments pulling out of the country while passports, visas and emigration are in the heart of most discussions among young professionals and students who feel that every new morning in Beirut is a day closer to a new civil war that seems all but unavoidable.

Life has left the building… replaced by survival. And because art and culture are, in the best of times, perceived by the Arab common sense as “luxury”, it is now back to “basic instincts” in Beirut, a specimen of a highly flammable Middle East.

النظام السياسي في لبنان هو نوع من البغل الفكري والتنظيمي. فهو تماماً كالبغل، حيوان هجين بين اجتماع قبلي طائفي متجذّر بعمق وقادر على ما يبدو على تحمل أعباء كثيرة تماماً كالحمار، وبين محاولة لممارسة الديمقراطية والتعددية الفكرية الطارئة حديثاً نسبياً تماماً كالحصان. وأوجه الشبه بين البغل البيولوجي والبغل السياسي، أي النظام اللبناني، لا تتوقف عند التهجين بل تتعداها إلى مسألتين أخريين، الأولى هي أنّ بغلنا السياسي قادر على حمل الأثقال في الطرقات الوعرة مثل أبيه الحمار. والمسألة الثانية هي أنه عاقر.

البغل حيوان مفيد طبعاً. إذا كان الهدف هو حمل الأثقال الكبيرة على طرقات وعرة وغير معبدة، فالبغل هو المطلوب حتماً. وكذالك إن كان هدف الاجتماع والسياسة اللبنانيين هو البقاء ضمن نمط الإقطاع السياسي والثقافي، والتنقل ببطء بالغ بين المواقع الاجتماعية والسياسية والاقتصادية المختلفة ونحن ننوء بأحمال التخلف العلمي والحقد الطائفي والاستسلام للقدريات والماورائيات، فبغل الطائفية السياسية هو وسيلتنا الأنجع، وهو المبتغى والمنال. أمّا إذا، لا سمح الله تعالى، كان هدفنا التنقل السريع لمسافات بعيدة وعبر طرقات متشابكة لكن معبدة بالتنمية العلمية والمواطنة والعلمانية الديمقراطية.

فعلينا بفرس عربية أصيلة. ولكي نقود فرساً تأخذنا إلى مصاف الدول والمجتمعات المتطورة فكرياً وثقافياً وسياسياً وإجتماعياً وإقتصادياً، علينا أولاً أن نأخذ دروساً بالفروسية! دروس مستوحاة من كل ما هو منفتح وتقدمي وعقلاني في تراثنا الغني من جهة، ومن كل ما هو متقدم ومنهجي وحديث في تجارب الأمم والمجتمعات الأخرى، من جهة أخرى. الإشكالية الأولى للبغل السياسي إذاً هي أنه وسيلة ممتازة للنقل القريب بين مواقع قريبة جغرافياً ولكن متباعدة سياسياً وثقافياً، وفي الوقت ذاته، وتحديداً بسبب خواصه، يشكل مانعاً أمام تسريع وتيرة التواصل وتقصير وقت الوصول. وعليه، فالبغل ليس فقط غير ملائم لتطور نمط الاجتماع، بل هو تحديداَ عائق أمامه

أما وجه الشّبه الثاني بين البغل البيولوجي والبغل السياسي، هي أنّ الاثنين غير قابلين للتطوّر. وللتوضيح، نبدأ بالبيولوجيا. إن أشكال الحياة قاطبةً، بما في ذلك الإنسان، تنشأ وترتقي من وإلى أشكال أخرى. والشرط الأساس لهذا التطور والارتقاء هو التوالد لأن التوالد يسمح بحدوث تغيّرات جينية يبقى منها المفيد ويختفي الضار. ومن دون القدرة على التوالد يستحيل تطوّر أشكال الحياة ويستحيل طبعاً نشوء أشكال جديدة. وكون البغل حيوان عاقر لا يتوالد، يعني تعريفاً أنّه لا يتطوّر. فالبغل الذي يصنع اليوم والبغل الذي سيصنع بعد عشرة آلاف سنة هو هو، البغل عينه! وهكذا، يبقى على القرية أن تتكيف وذنب البغل، لأن ذنب البغل (وسرعته وقوته وإلخ...) لن يتكيف مع أوضاع القرية!

إن قانون النشوء والارتقاء هذا، وإن كان بيولوجي المنشأ، فهو قانون عام يمكن تطبيقه على الاجتماع البشري أيضاً. النظام السياسي الطائفي في لبنان، والثقافة التي تنتجه وينتجها في علاقة جدليّة، أقرب ما تكون إلى سفاح القربى، هو بغل بهذا المعنى أيضاً: نظام هجين تتطلب إعادة إنتاجه نكاحاً جديداً، من فترة إلى أخرى، بين مواقع الإقطاع السياسي اللبناني. أما أهل القرية اللبنانية فليس عليهم إلا التهليل للبغل الجديد وإعادة التكيف مع طول ذنبه. هذه إذن إشكالية البغل السياسي الثانية: حيوان غير قابل للتطور.
متى فهمنا هاتين الإشكاليتين ونظرنا إلى مدى تماثل الطائفية السياسية مع البغل، حق لنا أن نسأل أي نوع من الناس هم وأي منطق هو هذا الذي يقبل بغلاً كنمط لإجتماعه وثقافته. وربّ مشكك يسأل "إذا كان الإقطاع السياسي هو من يهجن البغل، فلماذا نلوم ابن القرية المسكين الذي فرض البغل عليه؟" بتعبير آخر، إذا كان المشهد السياسي في لبنان اليوم مثلاً محصوراً بالتنافس بين تكتل طائفي وآخر طائفي أيضاً، كيف يمكن للمواطن أن يختار موقعاً لا طائفياً ما دام هذا الموقع غير موجود؟ سؤال منطقي... ولكن فقط بمنطق البغال. ما يغيب اليوم عن الفكر السياسي وحتى الثقافي في لبنان ليس فقط "الخيار الثالث" اللاطائفي، بل الغائب هو أخطر من ذلك بكثير. غياب الخيار الثالث ليس إلا عارضاً من عوارض غياب الفهم الحقيقي لمعنى الموقف السياسي في المنطق الديمقراطي. الموقف السياسي موقف فردي وخيار أحادي حر. والموقف السياسي ليس هو هو الإيديولوجيا. قد يكون الموقف السياسي قائماً على الإيديولوجيا وهذا عادة شيء صحي، لكنه ليس صنوها. الموقف السياسي هو اتخاذ قرار حول مسألة آنية. قد يكون القرار اختياراً لواحدة من حالتين لكن يمكنه أن يكون أيضاً مغايراً تماماً. في مجتمع ديمقراطي تعددي حديث تتكون المواقف السياسية للافراد والمجموعات والأحزاب خلال علاقة جدلية بين الواقع الآني والإيديولوجيا. وبناءً عليه تنتج السياسة في مجتمعات كهذه مجموعات ضغط سياسي بهدف حل مسألة معينة. وحين ينتج الحل تتفكك هذه المجموعات لتحل محلها أخريات متضارسة في تكوينها. المشهد السياسي في الديمقراطيات الحديثة هو مشهد ديناميكي تستطيع ضمنه مجموعات من المواطنين فرض مصالحها على الأحزاب السياسية وليس العكس كما هو الحال في مجتمعنا.
العائق الأساسي أمام ولادة مشهد سياسي حيوي عندنا هو التماهي القائم في العقل السياسي اللبناني بين الموقف السياسي والهوية الطائفية بحيث يصعب على المواطن اللبناني أن يتخذ موقفاً سياسياً لا يتناسب مع موقف المرجعية الطائفية التي تحتكر تمثيله. ويصعب على العقل اللبناني الطائفي أن يستوعب أنه من الممكن مثلا أن يؤيد المواطن حزب الله في مقاومته لإسرائيل وأن يعارضه في إيديولجيته الدينية والطائفية، في آن معاً. فالتّماهي بين الهويّة الطائفية والموقف السياسي يمنع العقل اللبناني من اتخاذ مواقف مختلفة من الإيديولوجية نفسها طبقاً لرؤيته الفردية لمصالحه كمواطن. هكذا ينتظر اللبناني أن يعلب موقفه السياسي وأن يباع له بالجملة، ربما كي لا يتعب بالتفكير وتحمل المسؤولية السياسية.

العقل السياسي اللبناني جاهزٌ لحمل الأثقال الفكرية الملقاة عليه لكنه ليس جاهزاً للاختيار بينها... تماماً كالبغل!

The Doctor, The Patient and the Terrorist


Imagine this scene in Baghdad. Having just ended a lengthy phone conversation, the acting medical director of a mental establishment asks a nurse to bring two female patients into his office. The purpose is not a therapeutic intervention or a change in medication but the start of a process that will lead to two suicide bombings in a busy street market. The director is subsequently arrested and confesses to having been convinced by Al-Qaeda operatives of the use of mentally ill and vulnerable patients in terrorist attacks.

Obviously mental disability comes in different shapes and forms but on one extreme the possibility remains that these two ladies were either not given a choice or did not have the mental capacity to make the choice of martyrdom. Having committed their act under coercion, it cannot be reasonably recognized as holy even by the most reactionary religious expert and its only symbolic value resides in the level of desperation reached by those behind the attacks.

They say that the degree of civilization of a society is recognized at the way it treats its weakest elements. I fully agree with this statement and as a doctor feel strongly that the medical profession is in a privileged position to uphold this principle. According to the following report at least one Iraqi doctor failed at the universal duty of care embodied in the Hippocratic Oath while another paid with his life the price of safeguarding human dignity.

Hospital boss arrested over al-Qaeda attack by human boobytraps

The acting director of a Baghdad psychiatric hospital has been arrested on suspicion of supplying al-Qaeda in Iraq with the mentally impaired women that it used to blow up two crowded animal markets in the city on February 1, killing about 100 people.

Iraqi security forces and US soldiers arrested the man at al-Rashad hospital in east Baghdad on Sunday. They then spent three hours searching his office and removing records. Sources told The Times that the two women bombers had been treated at the hospital in the past.

“They [the security forces] arrested the acting director, accusing him of working with al-Qaeda and recruiting mentally ill women and using them in suicide bombing operations,” a hospital official said.


Ibrahim Muhammad Agel, director of the hospital, was killed in the Mansour district of Baghdad on December 11 by gunmen on motorbikes. Colleagues suspect that he was shot for refusing to cooperate with al-Qaeda. Even before Sunday’s arrest, US officials believed that al-Qaeda was scouring Iraq’s hospitals for mentally impaired patients whom it could dupe into acting as suicide bombers. They said that al-Qaeda had used the mentally impaired as unwitting bombers before. “We have fairly good reason to believe this is not the first time they have recruited mentally handicapped individuals,” said one senior officer, though he did not think there had been more than half a dozen cases.

The attraction of mentally impaired women to al-Qaeda was obvious, he said. Being women they could get close to targets with less chance of being stopped or searched; being mentally impaired, they were “less likely to make a rational judgment about what they are being asked to do”.

The February 1 attacks were the deadliest – and most chilling – to hit the Iraqi capital in months. One of the women was given a backpack full of explosives and ballbearings, the other a suicide vest laden with explosives. They were sent into the middle of al-Ghazl and New Baghdad markets, which were packed with people. Their explosives were then detonated by remote control.

The Times was shown photographs of the two young women’s severed heads, which were recovered from the wreckage. One very obviously had Down’s syndrome. The other had the round face, high forehead and other features often associated with Down’s syndrome, but her symptoms were less pronounced.

An insight into the way al-Qaeda thinks came in a letter written by one of its leaders in Anbar province that the US military seized in November and released in part on Sunday. “It is possible to use doctors working in private hospitals and where the infidels/ apostates are treated who have serious conditions to be injected with [air bubbles] that will kill them,” it said.

The US military believes that al-Qaeda is adopting these extreme tactics because the prevalence of check-points and concrete barriers is making car bombings harder, and fewer foreign suicide bombers are reaching Iraq. The number of car bombs has fallen steadily from a peak of 112 last March to 27 last month. Conversely, there were 16 pedestrian suicide bombs in January – the second-highest total in 13 months.

Foreign jihadists – invariably male – used to carry out 90 per cent of the suicide bombings in Iraq, but the US military believes that tighter controls have halved the influx to 50 or 60 a month. The officer conceded that protecting public places against individual suicide bombers was almost impossible. “You really can’t stop a determined bomber from blowing themselves up,” he said. “The key is continuing to take down the terrorist network that conducts these operations.”

عماد مغنية: اللغز الحي تطلب حله اغتيال ولبنان يرتبك مجددا

استهدف تفجير أمس في كفرسوسا سوريا قائد من قادة العمليات الخاصة والاستخباراتية في حزب الله، عماد مغنيّة. الشهيد مغنيّة من مواليد 1962 طير دبّا جنوب لبنان، لكنه عاش فترة من حياته في منطقة النبعة قبل ان يهجر وعائلته منها إلى ضاحية بيروت الجنوبية عام 1976
يقول البعض ان مغنية لم يتخط في دراسته الصفوف المتوسطية، ولكن ثبت انه درس سنة في الجامعة الأمريكية في بيروت

تلقى مغنية تدريباته العسكرية في سن مبكر وكان في نهاية السبعينات من الوجوه البارزة لما يعرف بفرقة الـ17 التابعة لمنظمة التحرير الفلسطينية. بعد ذلك، التحق مغنية بـ" أفواج المقاومة اللبنانية - أمل". وغداة الاجتياح الاسرائيلي لبيروت عام 1982 يقال ان عماد مغنية كان من اوائل المنضمين إلى حزب الله الذي بدأ العمل على انشائه منذ عام الاجتياح

لقّب من قبل الاستخبارات الغربية بال "القائد الشّبح" (the shadowy leader). قيل عن "الحاج رضوان"- و هذه كنيته (وقد قيل عنه الكثير), بأنه خضع لعمليات تجميليّة تمويهيّة و ذلك لأنه وۥضع على لائحة " الأكثر خطراً " (most wanted)، كما حدّد مكافأة بـ25 مليون دولار لمن يخبر عن مكان وجوده
كل ذلك بعدما اتهم مغنية من قبل الاستخبارات الاسرائيلية والغربية بتنفيذ سلسلة من العمليات خلال الحرب الاهلية في لبنان ومنها تفجير مقري السفارة الامريكية والمارينز في بيروت والسفارة الفرنسية، كما نسب اليه خطف طائرة تي دبليو أي الامريكية والمشاركة في موجة خطف الرهائن الاجانب خلال الثمانينات في العاصمة اللبنانية... ولكن كل هذه الاتهامات بقيت دون اي دليل حسي وقضائي، ما عزز صورة مغنية الاسطورية

اصبح كل ذلك من التاريخ فجأة اذ جاء توقيت اغتيال مغنية في أجواء لبنانية محمومة داخليّا، و بينما تستعد دمشق لاستقبال وزير الخارجية الإيراني مانوشاهر متّكي

لكن المقلق هو أن هذا الاستهداف أتى عشيّة الاحتفاء بذكرى اغتيال الرئيس الشهيد رفيق الحريري، بالتّالي، فان 14 شباط سيكون يوم مشحون من الطرفين 14 و 8 آذار
مما لا شك فيه أن هذه العمليّة الانتقاميّة (يقال بأن لل"حاج" دور محوري بعمليات مهمة جداً, سيّما خطف الجنديين الإسرائيليين في 12 تموز 2006 وادارة العمليات العسكرية في الحرب التي لحقت) رسالة متعددة الأهداف و الأبعاد: على الصعيد المحلي هي ضربة موجعة وخسارة كبيرة للمقاومة الإسلامية و لمناصريها و لكنّها أيضاً مصدر بلبلة و ارتباك في صفوف الموالاة لجهة استيعاب وامتصاص هذا الحدث الخطير قبيل مهرجانهم التعبوي، الحدث الذي، إذا صح التعبير، خطف الأضواء عنهم و لربّما فرض تعديلاً تكتيكياً سريعاً. أما على الصعيد الإقليمي، فهي اختراق للشبكة الأمنية والاستخباراتية السورية كما هي استهداف لحليف إيراني على درجة كبيرة من الأهمية
14 آذار والسلطة في وضع مفصلي يمتحن قدرتهم "الخلاّقة" على استنباط الحلول الملحّة لتعديل كفة الميزان ولتكريس "توازن الرعب"، أما 8آذار و قوى المعارضة فغداً سيكون لهم يوم طويل

على أمل أن يتحول الغد إلى يوم تلاقي لا مواجهة

Machine Gun

The daily Al-Akhbar newspaper reported that a new type of 9mm Machine gun, previously unseen in Lebanon, recently surfaced in the northern city of Tripoli apparently sported by Hariri supporters in the past few weeks. At a time when Forbes magazine rated Lebanon the 8th most dangerous place to visit on the planet (somewhere between Chad and Liberia) Machine guns have been the talk of the town for a number of months. Amongst rumours that everyone was rearming, which naively suppose that they did actually disarm in the first place, the price of light weapons skyrocketed. From discussing celebrity gossip, you could easily find yourself engaged in a casual conversation over the merits of AK-47s in street fighting, which despite a rise of 600% from an average of 100 US$ in the late 90s, was still good value for money compared to the American M-16.The latter being bulkier and harder to maintain. The word is that every Lebanese male is either armed or able to procure himself anything from a catapult to a Stinger missile within 45 min. An instructions manual will come handy and a weekend training camp will cover the practical aspect. The girlfriend usually joins in and gets to post her pictures in combat fatigues and firing position on Facebook. Every speech, celebration, anniversary is an excuse to test the goods with a random display of firepower on the street of major Lebanese cities, which occasionally lands an innocent bypasser in the Emergency room. The arms dealers are flooding back, local and foreign. Having gained additional experience in Bosnia, Sierra Leone and the Sudan they have returned with the latest models and unmissable deals: Two hundred for the price of one hundred and fifty… with the ammunition thrown in free of charge.

Gosh, we enjoyed doing business here in the eighties. It was about time we came back. And you idiots are still buying!

Of Campaigns and Elections

These days it is common to see a commercial or artistic video circulating on the net that backs a candidate or promotes a political campaign. Traditionally it is 'the West' that uses arts and modern advertising techniques in the political arena. while in the Arab World; campaigners still rely on direct and unambiguous emotional and patriotic imagery such in the style of the “Iraquna” campaign promoting security in Iraq as seen on Al Arabiya.
Image is important in all democratic contests. The candidates in the 2008 US presidential race are spending millions on a huge creative potential including arts and entertainment in addition to the more traditional propaganda tools. In comparison, creativity and perception are less important in Egypt for example. Last January, three months prior to the local elections; the Egyptian government orders the public arrest of more than 30 members of the Muslim Brotherhood organisation in Alexandria. In a great media twist a senior Egyptian security source comfortably declares to AFP : “These are routine measures taken by the police before every elections”.We suspect a growing market for media consultancy. If you are going to pretend to organise free and fair elections, at least do it in style.

Feiruz singing, Riad Seif arrested: Drama in "Damascus Arab Capital of Culture"

What a coincidence! The same day Feiruz, the Lebanese Arab diva was playing for the first time in Damascus since more than 20 years, Riad Seif, a former Syrian MP was arrested for being a member of the Damascus Declaration, a political document asking the Syrian regime to end the emergency law imposed decades ago, and allowing more individual, political, social, and intellectual freedom.

While Syrians are still enjoying the eight representations of “Sah el Nom”, a play starring Feiruz at the Damascus Opera House, a fan of her told the BBC that “generation after generation, Syrians have listened to Feiruz songs and found in them an expression of their daily worries”. What this citizen hinted at is that many of Feiruz songs express as well worries from the kind of “political freedom”.

Since the moment Feiruz confirmed she would be singing in Damascus, she found herself at the heart of a controversy in Beirut. At a time of tension between the two capitals, many Lebanese consider her duty as a national symbol to come before her status as an Arab Diva. They still remember how “noble” her decision was when she decided to disappear from the Lebanese art scene during the civil war (1975-1990). She explained that her decision had one and only goal: To avoid being criticized as supporting one or the other of the warring factions during the bloody long war.

At First glance, there is of course no compelling reason for Feiruz to boycott the Syrian scene or any Arab art scene. Feiruz as a heritage and as an artistic value is beyond any artificial geographical boundaries in the Middle East. I hope to see her singing in Baghdad one day to relieve the terrible suffering of the Iraqi people. I hope to see her singing as well in Riyad, in Tripoli and any other Arab capitals where a people is oppressed by a regime similar to the Syrian Baathist one.

At the same time, it hurts watching Feiruz opening her show in Damascus the day Riad Seif is arrested. It hurts even more to know that neither Feiruz nor her composer son Ziad Rahbani realized they had been stabbed in the back by the Syrian regime, which chose to arrest Seif on that very specific day. But let’s suppose they had and Feiruz in retaliation opened the show with a dedication to the political prisoners in every Arab jail, would the Syrian dignitaries still be clapping!

No doubt Riad Seif had a ticket for this first show; anyone in the audience noticed an empty seat?
