The Case for Arab Reformation

Another year noticeable by its lack of concrete progress in the way we Arabs run our affairs. Democracy remains a distant dream for some, while for many it has become a repulsive concept. Ever since it was adopted by the US to justify direct military action in the Middle East it has become a soiled concept for the average conservative Arab Muslim. This fact has not been lost on the most radical Islamist movements. They have swiftly moved to highlight the Western origin of this form of government, which according to them, is at odds with the Quran and Islamic governance. The more pragmatic organisations, such as the Egyptian Muslim Brotherhood, will continue to show a superficial commitment to its principles as long as they are in opposition. On the eve of 2009, scoping the Arab nation from the ocean to the gulf, a pessimistic picture emerges. Military dictatorships still rival absolute monarchies in how well they stifle free speech and prevent democratic debate. They have succeeded in maintaining the status quo on the internal front and the regional scene, reassuring their elites and the American bully. Things are unlikely to change with the Obama administration taking charge in a few weeks. The man after all never really promised any major shake-up of his country’s foreign policy, and given the challenges he faces on the economy is unlikely to adopt a revolutionary approach in the region. In the new year, we are likely to witness the gradual withdrawal of US troops, leaving behind a deeply scarred and divided Iraq. All the odds are on an internal civil conflict pitting Sunnis, Shiias and Kurds against each other. We are also likely to see more bloodshed in Palestine and Lebanon, as the Israelis talk peace and seek revenge. What we are unlikely to witness is a democratic ‘One man, One vote’ election in an Arab country that would generate a reformist majority tolerant of the opposition, protective of minorities and most importantly respectful of the rules for a peaceful democratic transition at the end of its mandate. This seems a simple proposition that, except for short lived exceptions, Arabs have failed to implement since they were granted (nominal?) independence from colonialism in the last century. The sectarian Bazaars in Lebanon and Iraq do not fulfil the above ambitions; neither does the Hamas victory at the Palestinian legislative elections. I was asked once by a British tutor why Arab societies appeared immune to democracy. Although I was quick to point out that the abuse of power was neither a purely Arab problem nor solely driven by local interests, I was unable to put forward a lean convincing argument. It led to some soul searching and the realisation that democracy is a culture to be cultivated and a behaviour to be acquired. Its practice and implementation on the ground will not come as a gift from tyrannical regimes or at the instigation of foreign powers. It can only start by fighting the individual battles against our own prejudices, our own shortcomings and our self-doubt before we are able up to take the battle to our oppressor. Confronting the old; socially, religiously and ideologically is unavoidable; judging from the journey of human society since its inception. Since our revolutions have either failed or morphed into monstrosities, my hope is that 2009 will bring the dawn of Arab reformation.

الوحدة الفلسطينية.. ولننسَ العرب قليلاً

في ذلك اليوم الكئيب من حزيران / يونيو 1982 لم تكن إسرائيل بحاجة إلى ذريعة لتشن حربها على لبنان وعلى منظمة التحرير الفلسطينية زاجّة بأقصى طاقة آلتها الحربية في معركة حُظيت بتغطية عربية ضمنية، وهدفت إلى القضاء نهائيا على المنظمة التي باتت تشكل خطراً حقيقياً على الدولة العبرية، ليس بحجم ترسانتها العسكرية المتواضعة والخاضعة لتقنين السلاح الممارس في مرفأ طرطوس، وإنما لكونها استطاعت أن تشكل كياناً سياسياً معترفاً به في العالم، وأن تطرح القضية الفلسطينية كقضية عدالة إنسانية بالدرجة الأولى.
كذلك، في حرب 82، لم يكن العرب بأفضل حال عما هم عليه اليوم، فغطوّا الحرب الإسرائيلية وضغطوا في جميع الاتجاهات لتذعن قيادة المنظمة إلى حلّ ما يقصيها عن دورها السياسي المؤثر في الصراع العربي الإسرائيلي ويريح الأنظمة التي بدأت تستشعر خطر الثورة الممتدة.. ولم تكن صدفة أن تشنّ هذه الحرب بعد أشهر فقط من مقررات قمة فاس التي تبنت مبادرة ولي العهد السعودي آنذاك فهد بن عبدالعزيز لتسوية سلمية في المنطقة، ولا بعد أشهر قليلة أيضاً من انسحاب إسرائيل من معظم سيناء.
ولم تنفع المزايدات العربية في كلا الاتجاهين، الضاغط نحو قبول القيادة بحلّ ينهي وجودها في لبنان، والمزايد من وراء البحار لكي تتمسك بخيار انتحار دموي ينهيها عسكريا وسياسيا في بيروت، في حمل القيادة الفلسطينية على الإلغاء الكامل لقرارها المستقل.
في تلك الأيام كان القرار يؤخذ في الفاكهاني وليس في أي مكان آخر، لا في دمشق القريبة البعيدة، ولا في القاهرة او بغداد او الرياض، وحتماً ليس في طرابلس الغرب.
واستطاعت القيادة رغم كل ما تتحمله من خطايا الفساد والانفلاش والانفراد، أن تحوّل خروجها من بيروت إلى انتصار سياسي تحتفظ فيه بقرارها المستقل مبتعدة إلى تونس هذه المرّة بعدما عجز حافظ الأسد عن كسر رأس ياسر عرفات في دمشق وفي البقاع اللبناني وفي طرابلس التي عاد إليها الختيار في عراضة تحدّ صارخة عنوانها الأوّل "الأمر لي"، لتتفجّر بعد ذلك بسنوات قليلة انتفاضة الحجارة في الضفة الغربية وغزة ملهبة مشاعر العالم ومعيدة إحياء جذوة الصراع الحقيقي بين الجلاد المجرم كاسر عظام الفتيان وبين إرادة النضال والكفاح لدى الشعب الفلسطيني.
قد تبدو استعادة مثل هذه الأحداث التاريخية أمراً مثيراً للغرابة فيما دماء الشهداء لم تجفّ بعد على ارض غزة المقهورة.
لكن الحقيقة ان كل ما أصاب القضية الفلسطينية من ضرر ويصيبها اليوم ليس إلا نتاجاً للمعادلة الشريرة التي نجح الجميع، أنظمة عربية وإسرائيل واميركا، في فرضها، وهي محاصرة القرار الفلسطيني وتقسيمه وتشتيته واجتثاث شرعيته واتباعه بمحور من المحاور في المنطقة الذي يتخطى حسابات القضية الفلسطينية بوصفها قضية حق شعب في تقرير مصيره وبناء دولته المستقلة وعودة أبنائه المقتلعين، ليرسم ملامح صراعات معقدة تدور حول ادوار دول وضمانات استمرار أنظمة. وفي هذا الصراع يتضح حجم التواطؤ الإسرائيلي مع الأنظمة وليس في غيره.
هذا التواطؤ يظهر في اصرار الطرفين الإسرائيلي والعربي على إلغاء العامل الفلسطيني من الخارطة او على الأقل إضعافه وتهميشه وجعله تابعاً للأجندات الأخرى. وإن كان السعي العربي في هذا الاتجاه بالتحديد، فالإسرائيليون متفقون على ضرورة طيّ صفحة خطيئة الاعتراف بالشخصية الوطنية الفلسطينية التي فُرضت عليهم فرضاً بعد الانتفاضة الأولى وحرب الخليج، والذهاب إلى اعتبار الصراع في فلسطين جزءاً من الحرب العالمية على الإرهاب، مع فارق بسيط لا يأنف الإسرائيليون من ادّعائه وهو أنهم يواجهون شعباً إرهابياً بأكمله لا فرق فيه بين مفجّر انتحاري في تل أبيب وبين عامل في غزة.
ولأن المذبحة اليوم ليست جديدة ولا فريدة، بل هي فعل اعتيادي من دولة قامت اساساً على المذابح المنهجية بحق الفلسطينيين والعرب ساكني هذه الأرض، فليس المطلوب أيضاً لمواجهة المذبحة المستمرة تكرار الدعوات الرتيبة الى انتفاضة عربية ضد الأنظمة لن تحصل، وإلى فتح حدود امام جيوش جرّارة انشأت أصلاً لقمع الشعوب وليس لتحريرها.. الدعوة يجب ان تكون إلى أصحاب القضية انفسهم، لأنّ دماءهم هم التي تسيل ولأن أحلامهم هم التي تذبح ولأن وجودهم هم هو المهدّد.
هي دعوة لفصل مسارهم عن المسار العربي، وعن الصراع الإيراني الأميركي وملحقاته وبالاتجاهين، ولتحييد أنفسهم عن حسابات أنظمة تفاوض بالسرّ وتشجب بالعلن.. لا تراهنوا لا على الأنظمة العربية ولا على شعوبها ليساعدوكم في محنتكم، فهذه الشعوب لو كانت قادرة على الفعل لتحررت من الاضطهاد التي تعانيه قبل ان تدبّ فيها العصبية والحمية القومية وما إلى ذلك.
وتذكّروا دائماً أن أكبر مظاهرة عربية شهدها العالم العربي خلال أقسى غزو تعرضت له الشخصية الوطنية الفلسطينية حينما كانت بيروت تحترق في صيف 1982 لم تكن من أجل فلسطين ولا حتى من أجل الحرية نفسها بل احتفاء بفوز فريق كرة قدم.
ولا تصدقّوا ملوكا وعروشاً تتشدق بالاعتدال والحرص على الدماء، فليست إلا حريصة على دمائها واموالها وامتيازاتها.. يا لاعتدال وقح يفزع في صحافة النخاسة لجورج بوش وهو يتلقى الحذاء ثمّ يلوم "صواريخ التنك" محمّلاً إياها وحدها تبعات المذبحة في غزة.
عودوا إلى أنفسكم، إلى وحدكم يا وحدكم!
عودوا إلى وحدتكم. يكفي هذا الانقسام المقيت الذي يرقص له أعداؤكم ويُفرح في السرّ أصدقاءكم المزعومين.
ولتعد حركة فتح إلى اتزانها الذي كانت تتميز به حينما كانت أم ّالصبي، فصارت اليوم أكثر هوساً بالصراع الداخلي عمّا كانت عليه خلال مسيرة نضالها طوال عقود، ولا يبدو أنها تدرك انه في ظل هكذا موازين قوى تهدد ليس فقط بقاء السلطة الوطنية الفلسطينية وإنما تنذر بتصفية شاملة للقضية بل ولمقومات وجود شعب فلسطيني.. لا مجال إلا للوحدة الوطنية ولو كان ثمن هذه الوحدة تنازلات مؤلمة.
ولتعد حماس إلى رشدها، ففي غمرة انتشائها بإمارتها الإسلامية المعلنة في غزة، والتي شكلت إنذاراً مبكراً لما يمكن أن يكون عليه الحال إذا وصل الإسلاميون إلى الحكم، نسيت أنها تحكم قطاعاً لا يزال في نظر القانون الدولي محتلاً تخضع معابره لحصار ورقابة الاحتلال. ولتوقف حماس ممارساتها التي كشفت عن قباحة غير معهودة وغير مسبوقة صبّت كلّ حقدها على مكونات التراث الوطني الفلسطيني ورموزه، وهي مغالاة من قبل الحركة الإسلامية ما كان قائدها الراحل الشيخ احمد ياسين ليفكّر أصلاً بالوصول إليها.
هذا الصراع الفاسد بين فتح وحماس، الذي تؤججه أبواق الشرّ والمزايدة في العالم العربي سواء المتسترة تحت راية معسكر الاعتدال والشرعية الدولية، أو المنضوية في وهم معسكر الممانعة، سيؤدي إلى كارثة وطنية أكثر فداحة من نكبة فلسطين نفسها.
اما الحلّ لكل هذه الفوضى المبكية فليس إلا الوحدة طبعاً، هذه الوحدة التي ليست شعاراً فحسب بل هي خطة موجودة ويمكن البناء عليها انطلاقاًُ من وثيقة الأسرى التي التزمت بها القوى الفلسطينية المختلفة في أيار / مايو 2006 والمستندة إلى اتفاق القاهرة في آذار / مارس 2005 واساس ذلك تفعيل منظمة التحرير الفلسطينية وتطويرها على أسس ديمقراطية وبوصفها الممثل الشرعي الوحيد للشعب الفلسطيني.
الوحدة الفلسطينية هي المدخل الصحيح لمواجهة حرب التصفية الإسرائيلية الشاملة، التي لا تُختصر بإرهابها في غزة، بل برفضها العملي قيام دولة فلسطينية مستقلة على الأراضي التي احتلتها عام 1967.
فجلّ ما يقدمّه الإسرائيليون هو شبه دولة، او دولة مقطعة الأوصال، دولة وصفها إرييل شارون بأنها ستكون منزوعة السلاح تسيطر إسرائيل على حدودها الخارجية وعلى أجوائها، ودولة يعمل الجيش الإسرائيلي في الضفة الغربية بالتعاون مع المستوطنين لأن تكون خياراً مستحيلاً.
الوحدة من اجل رص الصفوف ومواجهة العدوان الإسرائيلي الشامل، ومن اجل إعادة بناء المقاومة على مختلف مستوياتها.. الوحدة لأنها الخيار الوحيد ولا خيار آخر.
الوحدة للتحرّر من حسابات الآخرين.. هذه معركة طويلة وليست نقطة تسجّل في حسابات النصر الالهي لفلان أو علتان.. هذه معركة الأساس فيها الحفاظ على وجود هذا الشعب وليس التضحية به.
الوحدة لأنه من خلال الوحدة يعود قرار فلسطين إلى أصحابه الحقيقيين.
الوحدة لأن هذه المعركة هي معركة فلسطين، ليست معركة دول الاعتدال، وليست معركة الجماعة الإسلامية في باكستان، وليست حتماً معركة الدفاع عن بوشهر.

December Blog of the Month: Echoes of Western Sahara


I have long held a fascination with the Polisario front although not necessarily connected to the cause of Western Sahara. I must have wondered, watching the news report in the 1980s, who these people were, fighting a guerrilla war in some remote desert under a Spanish acronym (Polisario stands for Frente Popular Por La Liberacion De Saguia ElHamra y Rio De Oro)? I had to find out for myself since we were not told at school that in this corner of the Maghreb, a territory the size of Portugal, was in contention between Arabs. The history of the region, officially a ‘non-self governing territory ‘ since the 1960s according to the United Nations, differs depending on who you talk to. The facts remain that the Polisario, which seems to embody the aspirations of most of the Sahrawi population, has been around since 1973. Originally designed in the traditional fashion of national liberation movements of that era, the organisation confronted Spanish Colonialism until it ended in 1975. This was followed by a bloody war (1976-1991) and Moroccan occupation with accusations of human rights abuse on both sides. Since the mid-nineties, a tense status quo has prevailed reflecting the end of the cold war and the realignment of the national interests of major regional players (Algeria, Morocco, and Mauritania). For the Moroccan government, who enjoys noticeable popular support on this issue, the ‘Southern Provinces’ are an integral part of the Kingdom and little flexibility is allowed. Negotiations with the provisional government of the Sahrawi Arab Democratic Republic (SADR) have stalled ever since. In the meantime thousands of refugees linger in camps in Algeria while others find themselves forced exiles in Europe and the US. Incidentally some of them keep their aspirations alive through blogging.

Finding a consistently good blog on Western Sahara is challenging. Many blog inconsistently, posting only in reactions to major related events, such as the McDonalds controversy early December. Others use Spanish primarily or adopt a propagandist style that would put off anyone but the most hardened supporters of the movement. Another category includes Westerners interested or familiar with the Western Sahrawi cause. Among the blogs, http://sahara-panorama.blogspot.com/ stands out. Publishing in English and Arabic, Mohamed Brahim claims on his profile to blog from the area since 2006. The blog is simply designed welcoming you with a soundtrack of traditional Sahrawi music. Although there is very little personal material, his posts consist of mostly factually oriented reports (supported by photographic evidence) on cases of human rights abuse with an emphasis on the effects of the Moroccan ‘oppression and occupation’. The blog also contains various analysis and opinions from mostly reliable International sources, providing any interested party with a comprehensive view of recent developments. You will also find a number of interesting videos on Sahrawi art and culture and history.

اقتراح عاجل مقدّم إلى طاولة الحوار في لبنان

لو كنت زعيماً سياسياً في لبنان، أو نائباً ومشرعّاً، أو عضواً على طاولة الحوار، لاقترحت حلاً للأزمة اللبنانية يريح الجميع.
عليّ أن أقول قبل ذك أنه ومنذ طفولتي وأنا أفكّر بحلّ للأزمة اللبنانية ولم أوفّق إلى أكثر من تبني البرنامج المرحلي للحركة الوطنية اللبنانية التي استُشهدت تحت جنازير دبابات الجيش السوري في السبعينيات وبفضل تفاني زعمائها وقادتها الذين خلفوا كمال جنبلاط.
ولكن بما ان الأفكار نعمة، وقد تكون وحياً أحياناً دون أن أجرؤ على ادّعاء النبوة، وبما أن التوفيقية هي سمة هذا الكيان منذ إنشائه، فلا بدّ من فكرة جديدة توفّق كيفما اتفق وتحمل إلى البلاد خلاصها المرجو.
أقول هذا مقدمة لعرض اقتراحي لحلّ الأزمة اللبنانية، وأنا أقسم بكل المقدسات المنقولة وغير المنقولة، من تمثال مريم العذراء في حريصا إلى شتلة التبغ التي يزرعها نبيه برّي في المصيلح، مروراً بمقام النبي خضر في عنجر وبوقف الأرمن هناك أيضاً، وبورع وإيمان مطران السريان جورج صليبا، أقول ذلك مقسماً برأس عاصم قانصو، أنني اكتب ما اكتب وأقترح ما أقترح دون ان تكون شفتاي تذوقتا حشيشة بعلبك منذ أشهر وربما سنوات.
ولكي لا أطيل، سأبدأ بعرض اقتراحي.
بما أن الجدل يدور حول طبيعة النظام السياسي للبنان، وبما أنه يبدو أن اتفاق الطائف المنتهك عرضه مراراً وتكراراً لم يعد يلقى قبولاً لدى بعض القوى السياسية وعلى الأقل لدى الجنرال العبقري علناً والأمين العام المخلص ضمناً وبينهما وئام وهّاب.. وبما أن السيد امين الجميّل أقنعه نجله سامي بإقامة كانتون يسمّى العائلة ضمن ثالوث الكتائب المقدّس على أن تكون عاصمته بكفيا صيفاً وسنّ الفيل شتاء..
وبما أن السيد وليد جنبلاط يتمتع بحيثية كبيرة في الجبل، وبشرّي "مسكرّة" لمناصري سمير جعجع.
وبما أن الياس سكاف هو الزعيم في زحلة وإيلي ماروني يمثّل المعارضة في المدينة.
وبما أن السيّد محمد كبارة أعلن طرابلس عاصمة للسنّة وبالتالي لا داعي لتكون بيروت عاصمة السنّة بعد ذلك.
وبما أن صيدا تحرّرت بفضل قانون 1960 الانتخابي من سطوة الأكثرية الشيعية ويمكن ترك آل حريري وآل سعد يحلون مشاكلهم المحلية دون وجع رأس.
وبما أن المخيمات الفلسطينية محاصرة ويوجد إجماع من مختلف القوى السياسية على بقائها غيتوات (وربما يرفعون الجدران حولها لحجب مناظر الفقر والتعتير)..
بما أنه كلّ ما سبق، وبما أن سلاح حزب الله ضرورة وبقاءه جيشاً رديفا ضرورة أكبر.. فلمَ لا نعتمد حلاً يوفّق بين فدرالية امر واقع وبين بعض الإصلاح الحضاري، فنريح الفدراليين والمقاومين والطائفيين والعلمانيين على حدّ سواء.
أما الاقتراح فقد جهدت لأصيغه في ما يشبه النصّ الدستوري، وآمل أن لا أكون ضللت الطريق فلا أعتبر مرتداً أو مهرطقاً.


اقتراح تعديل دستوري من ست مواد:

مادة أولى: يقسّم لبنان كانتونات بعد إعادة النظر في التقسيمات الإدارية للمحافظات الحالية، فتنشأ ثلاثة كانتونات في الجنوب كانتون شيعي عاصمته صور شتاء والنبطية صيفاً، وكانتون مسيحي عاصمته جزين، وكانتون سنّي عاصمته صيدا. وينشأ كانتونان في الشمال كانتون سنّي عاصمته طرابلس، وكانتون مسيحي عاصمته البترون، وتنشأ ثلاثة كانتونات في البقاع كانتون شيعي عاصمته بعلبك، وكانتون مسيحي عاصمته زحلة، وكانتون مختلط عاصمته راشيا. وتنشأ أربع كانتونات في جبل لبنان، كانتون درزي عاصمته بعقلين، وكانتون مسيحي عاصمته بحمدون، وكانتون شيعي عاصمته بئر العبد، وكانتون مسيحي آخر عاصمته جونية. (وإذا أصرّ الجنرال عون وحلفاؤه على ضرورة معالجة الوضع الفلسطيني يصدر قرار فوري بتطبيق الترانسفير عليهم فينقلون إلى جزيرة الأرانب في شمال لبنان حيث يشكلون كانتونهم هناك. ولا يُمثل هؤلاء في مجلس إدارة الكونفدرالية. كذلك يمنع العمل الفدائي والسياسي انطلاقاً من جزيرة الأرانب ويتم تشجيع مفهوم حق العودة الى فلسطين سباحة).

مادة ثانية: تنتخب الكانتونات مجالسها التمثيلية الخاصة وحكوماتها المحلية، وتطبق قوانين الطائفة السائدة مع حفظ حق الأقليات في ممارسة شعائرها بحرية وكذلك في المشاركة السياسية إن اختار هؤلاء البقاء ضمن النطاق الجعرافي للكانتون. وتدير المرجعيات الدينية في الكانتونات كل ما يتعلق بالأحوال الشخصية أو ما مسّ المعتقدات الدينية. كذلك لكل كانتون أن يؤسس قوى أمن داخلي لحفظ الأمن داخل حدوده شرط أن لا تمتلك هذه القوات مدفعية ثقيلة أو طيران او صواريخ (تستثنى من هذا المنع الكانتونات الشيعية لأسباب تتعلق بحق آيات الله في مقاومة أبدية ومستمرة).

مادة ثالثة: ينشأ في بيروت الإدارية مع ضمّ الشياح وعين الرمانة وبدارو إليها كانتون لا طائفي خاصّ. يُمنع في هذ الكانتون كل تأثير أو نفوذ للمرجعيات الدينية التي عليها ان تكتفي بإدارة كنائسها ومساجدها فقط لا غير. ويسنّ قانون أحوال شخصية إجباري يطبّق على كل من يريد الزواج داخل حدود الكانتون البيروتي وتلغى بشكل قاطع المحاكم الدينية والمذهبية. كذلك تباح حرية مثيلي الجنس دون قيود. كذلك يطبق الكانتون البيروتي العلمنة بشكل كامل على مختلف الصعد السياسية والثقافية والاجتماعية. ويمنع الكانتون البيروتي استخدام السيارات الخاصة داخل حدوده ويستعيض عنها بباصات النقل العام العاملة على الغاز وبالدراجات الهوائية. كذلك يمنع السلاح على مواطني الكانتون بشل كامل من السكين ذات المستويات الستة (ست طقات) إلى الصاروخ. وتشكل شرطة مدينية غير مسلحة لحفظ الأمن. ويطبق نظام صحي عادل يشمل العمالة الأجنبية وبالأخص الخادمات السرلنكيات وتحدّد ساعات العمل حتى لخدم المنازل بـ8 ساعات مع ساعة راحة ضمناً، ويمنع منعاً باتاً نوم الخادمات في المطبخ أو على الأرض في غرفة الأولاد وتخصص لهن غرف خاصة. كذلك يطبق قانون جنسية يمنح العمالة الأجنبية جنسية الكانتون ضمن المعمول به عالمياً، ويمنح فلسطينيو بيروت الجنسية فوراً وبمفعول رجعي يطال المتوفين منهم.

مادة رابعة: يُحلّ الكيان اللبناني بشكله المعروف ويُستعاض عنه بكيان آخر يسمى "كونفدرالية شعوب ما بين أنهر العاصي وأبوعلي والليطاني". ويكون للكونفدرالية مجلس إدارة فيه ممثلون عن مختلف الكانتونات ويتخذ من قصر منصور في منطقة المتحف عاصمة له. كذلك يتمّ إنشاء جيش محترف من جنود غير لبنانيين (يفضّل أن يكونوا من القبارصة) ينتشر على حدود الكانتونات لمنع أي محاولة تعدّ من كانتون على آخر.

مادة خامسة: يحقّ لكل كانتون أو لكل بلدية في الكانتون إذا وافق سكانها في استفتاء على الانضمام إلى كانتون آخر دون أن يعتبر ذلك انفصالاً او تمرداً. كذلك يحق لكل مواطن في الكونفدرالية ان يغيّر مكان سكنه وبالتالي انتماءه القانوني إلى أي كانتون يحبّ شرط الالتزام بقوانين الكانتون.

مادة سادسة: تكلف جمهورية قبرص التي ساعدت لبنان كثيراً في إطفاء الحرائق الصيفية التي تلتهم أحراجه، بالسهر على سلامة وحسن تطبيق الدستور الجديد للكونفدرالية الجديدة، على أن يموّل هذا الجهد من تبرعات اللبنانيين في الاغتراب.

انتهى الاقتراح، أطالب بإدراجه كمادة مستعجلة على طاولة الحوار المقبلة، وسأجهد لأجد طريقة توصله إلى أيّ لاعب على هذه الطاولة.

Livni’s Dream: Kick Out the Israeli Arab Population

"When the Palestinian state is created, I will be able to go to Palestinian citizens, who we call Israeli Arabs, and say to them: You are residents with equal rights, but your national solution is in another place".

With the above words, Israeli Foreign Minister Tzipi Livni addressed a group of young high school students in Tel Aviv last week.
Livni, the Kadima party leader and running candidate for the post of Prime Minister, can’t afford to commit political mistakes during election times. What she said was not a thoughtless blunder; it was calculated, premeditated, and intentional.
While Israeli political parties hit the election ground scheduled early next year, all the polls predict a come-back of the Likud led by the radical Benjamin Netanyahu. This political context witnessing the emergence of the radical right wing in Israel is reinforced by the weak position of the Israeli Labor party and its leader Ehud Barak.
The ground is now slipping under Kadima’s feet, in particular after the Ehud Olmert corruption scandal. And while the center right electorate seems to be strongly affected by the loss of credibility of its leader, on the further right it looks as if it is time for more unity.
This is exactly why Livni is in such fear of loosing the elections, and it is only in this context that her words can be explained. The hopeful Prime Minister decided apparently to play inside the yard of the radical right, and started to borrow their own words and vocabulary in order to seduce voters. However, Livni’s words have more of a dogmatic significance because they were directed to an audience that hasn’t yet reached the legal voting age.
Her statement on that specific day reveals that the so called center right in Israel has a radical view of how the country should look after a two state solution is implemented. It is equally not the first time the Kadima leader infuriates Israeli Arabs. Only a month ago, she said that “it must be clear to everyone that the State of Israel is a national homeland for the Jewish people (…), and that the national demands of Israeli Arabs should end the moment a Palestinian state is established ".
Livni’s words provoked outrage among Arab Israeli lawmakers. Culture, Sports and Science Minister Ghaleb Majadele reacted to her statement saying: "The roots of the Israeli Arab citizens were planted before the state was established (…) and that their residency and citizenship are not open for negotiation ".
The electoral bazaar is now open and the Israeli soil looks more fertile than ever to host a cut-throat campaign where dogmas and ideologies are deployed to attract voters. It also appears that Israeli politicians are still somehow dreaming of an exclusive national homeland for the Jewish People. They are not ashamed to exclude or transfer non Jews if at all possible, a practice that reminds strongly of what they themselves had to endure before and during the Second World War.
Partisans of such thinking have the right to dream and work for their political project. But it automatically gives the right to those Israelis and Palestinians who disagree, to reject the trap of the two state solution. And hence, it adds legitimacy to any form of campaign for a bi-national state where Israelis and Palestinians can live together under a modern and democratic government.

Guerilla Footwear

Muntadar Al Zeidi did what many Arabs could only fantasize about: Giving George Bush a piece of their mind. The shoe throwing incident coupled with a traditionally crafted verbal insult (You dog!) pretty much summarises the general mood in the Middle East in response to the relentless patronising and misleading discourse of the Neo-Conservative administration for the past 8 years. It is no coincidence that the action of Mr Al Zeidi came at the moment that Mr Bush was praising the achievements of years of occupation, as if relating the completion of a chemistry school project, with complete disregard to the suffering they had sown in Iraq. Even for those uninterested in the political context, the video clip of the shoe throwing incident, was funny: A respectable man in a suit ducking from a flying shoe aimed at his face. Substitute anyone with status to GW Bush and the scene is still YouTube worthy. It has the pulling power of a video on Pandas cuddling or cats fighting, retaining an entertaining quality no matter how many times you watch it.

There is a strong argument for peaceful shoe throwing (the soft sole version) to be upheld as a genuine guerrilla tactic across cultures and settings. Imagine a shoe being thrown, for example, at Gordon Brown, Nicolas Sarkozy, Thabo Mbeki, King Abdullah of Jordan or Hugo Chavez. All would be justified for one reason or the other and certainly as funny to watch. This technique could even be adopted by the most unconventional of leaders such as Mr Ahmadinajjad of Iran or Muaammar Kaddafi of Libya to settle disputes. It would not the first time in history that a shoe is used to affirm a political point of view. On October 12th 1960, The Soviet Leader Nicolas Khrouchtchev banged his shoe against a desk to silence the Filipino representative to the UN general Assembly. He also called him ‘a jerk, a stooge and a lackey of Imperialism’. At the time, no cultural dimension was attributed to the use of the shoe, although it was followed by a dissection of the personality of Khrouchtchev and the Communist regime behind him.

As the first shots of the incident in Iraq were beamed around the world, so called experts on Middle Eastern customs sought to highlight the cultural significance of shoe throwing. Whether well meaning or not, their attempts seemed a blunt misuse of cultural contexts to distract from the core issues at stake. The best insight came from the victim, President Bush himself, who likened it to having the middle finger waved at you. Other Western equivalents could also be: heckling, throwing eggs or rotten tomatoes or running naked across a football pitch. We will soon find out whether this was a clever plan cooked up by radicals with Iranian connections or just a spontaneous display of emotions. Whatever Muntadar’s motivation, the message was a universal one and did not require the elaborate cultural interpretations clumsily thrown in by the Foreign press, as if discussing the strange rituals of an obscure Amazonian tribe. Having gone through rigorous search, the shoe was probably the safest option available, easy to take off and with limited potential for serious damage. It is a civilised expression of extreme disgust and an ethical advancement on suicide bombing and plane hijacking. I echo Dean Obeidallah who wonders sarcastically in the Huffington Post whether shoe throwing is perceived positively in any culture. At this rate Lonely planet and other travel guides will be warning backpackers travelling through the Middle East to steer clear from irritable Arabs in a solid pair of Timberlands.

عون والموساد: كذب الفرنسيون ولو صدقوا

نشرت صحيفة لوفيغارو الفرنسية خبراً عن لقاء العماد ميشال عون، زعيم التيار الوطني الحر وحليف حزب الله الوثيق، بمسؤولين في الموساد الإسرائيلي خلال فترة نفيه القسرية في باريس بين عامي 1991 و2005. طبعاً هذا الخبر يجب ان نتعامل معه على هدى ما اوردته الآاية القرآنية "وإذا اتاكم فاسق بنبأ فتبينوا ان تصيبوا قوما بجهالة فتصبحوا على ما فعلتم نادمين"، مفترضين في هذه الحال ان الفاسق هو الصحيفة الفرنسية او من سرّب لها الخبر. ولذا فعلينا ان نحثّ الزعيم الوطني ميشال عون إلى المسارعة لمقاضاة الصحيفة الفرنسية ومسرّب الخبر وربما الدولة الفرنسية نفسها التي لا ريب انه لا يزال فيها نفوذ قوي للرئيس السابق جاك شيراك، صديق آل كابون الحريري، وقد يكون هذا الخبر المسرّب من صنيعة اصدقائه في الصحيفة اليمينية العريقة.
اما هذه الضرورة التي نستعجلها فلها عدة أسباب.
الأهمّ ان ما سرّب يجعل العماد عون في موقع المساءلة القانونية امام القضاء اللبناني لأن القانون في لبنان يعاقب ايّ لبناني يقوم باتصال مع مواطنين من دولة عدوة، فكيف إذا كان هؤلاء مسؤولين في الموساد الذي يتهمه حزب الله وحلفاؤه في لبنان بالوقوف وراء معظم الاغتيالات التي حصلت في لبنان.
ثانياً، ان هذا الخبر يسيء إلى عون ونضاله، فلم يكن عون يوماً في الموقع الإسرائيلي، على العكس من ذلك فهو حالف نظام البعث العربي الاشتراكي في بغداد يوم كان صدام في القيادة، وهو اليوم الضيف الكبير على سورية البعث والأسد معقل العروبة وعرينها.
ثالثاً، إن نشر هذا الخبر يسيء إلى صورة المقاومة اللبنانية المتمثلة في حزب الله الحاضن الأكبر لعون وحليفه الحميم، فالحزب الذي يدافع عن الحياض لا يمكن ان يحالف من التقى مسؤولين في الموساد.
على العكس من ذلك، فالاتهام الذي لا تتوقف وسائل إعلام الحزب عن توجيهه إلى سياسيين لبنانيين بالاتصال مع إسرائيل كوليد جنبلاط يوم زاره شيمون بيريز في المختارة، والقصص الغامضة عن تواطؤ قادة "14 شباط" مع العدو خلال عدوان تموز من العام 2006. كل ذلك يفترض على الجنرال العروبي محبوب الشعب العربي في هذه الأيام ان يبادر فوراً إلى توضيح الحقائق ومقاضاة الفيغارو منعاً للالتباس... خصوصاً أن ما نشر يسيء أيضاً إلى سائر حلفاء عون في الصف الوطني غير حزب الله امثال سليمان فرنجية ووئام وهاب وفيصل الداوود والحزب الشيوعي ورابطة الشغيلة وناصر قنديل وإميل رحمة ونادر سكر وفايز شكر وعدنان عرقجي وجو إيلي حبيقة وطلال أرسلان واسعد حردان والعقيد أبوموسى. وأيضاً يسيء إلى أبي الذي بسبب من حبّه لصدام قال لي يوماً ان الجنرال عون لم يلطّخ يديه بعار التعامل مع إسرائيل.
لهذه الأسباب على الجنرال ان يسارع إلى مقاضاة الفيغارو، ومن وراء الفيغارو، وربما يبيّن التحقيق ان أوجيه فرنسا وآل الحريري وكذلك بندر بن سلطان هم وراء فبركة الخبر.
أما إذا لم يبادر عون إلى ذلك رفعة منه وتعففاً، ولأنه أقسم على عدم المسّ بحرية الصحافة، فعلى القضاء اللبناني ان يتحرك للتحقيق في الأمر واعتبار الخبر بمثابة إخبار، ليس إدانة لعون لا سمح الله، فالجنرال لا يحتاج إلى صك براءة من احد، ولكن لملاحقة الذين فبركوا هذا الخبر، فلو طبّق القانون في لبنان لتسبب الخبر هذا في سجن عون ظلماً وبهتاناً.
اما إذا لم يتحرك القضاء اللبناني الذي لا يزال ينتظر توافق أصحاب السلطة في البلاد على التشكيلات القضائية المعطلة، فعلى امن المقاومة ان تعتبره إخباراً وتتحرك للتقصي ومعرفة من وراء نشر الخبر الكاذب قطعاً على قاعدة "كذب الفرنسيون ولو صدقوا".
اما إذا لم يتحرك احد – وعلى الأرجح لن يتحرك احد – فلا بأس بذلك، سيظل عون بطل القومية العربية في لبنان وبطل حق اللاجئين الفلسطينين في التهجّر من مخيماتهم والعودة إلى فلسطين ولو كانت عودتهم على نسق التيه الكبير للشعب اليهودي حينما قاده موسى عبر سيناء، كما تقول الأسطورة التلمودية وسائر الأساطير الإلهية اللاحقة.

Saudi Justice, Egyptian Outrage: The Case of the Two Doctors

It is with these enlightened words that one leading Egyptian doctor protested against the flogging and jailing of two Egyptian doctors in the Kingdom of Saudi Arabia (KSA). In October, Drs Rauf Al Arabi 53 and Shawki Abd Rabuh were sentenced to 1500 lashes and 15 years jail for their alleged role in ‘facilitating the addiction’ of a Saudi princess. Very little is available online on the exact nature of their offence. Facilitating addiction is a vague term as it could mean anything from supplying a prescription to a patient in genuine pain to chasing the dragon with her in a crack den. Opiate painkillers (Morphine being one of them) are prescribed on a daily basis to millions of patients across the world. They are highly addictive and caution is required beyond a few weeks of chronic use. Ideally consumption should be closely monitored and capped by health professionals. Despite these measures, a small number of patients develop dependence. Although they do not necessarily fit the profile of the ‘addict’ their overall level of functioning is frequently affected.
 
Given the opaque and archaic nature of the Saudi legal system, the evidence on which the two doctors were convicted has not been disclosed. In the event that they were actually intentionally supplying Morphine to the lady in the absence of symptoms then they are in breach of their Hippocratic Oath and the ‘do no harm’ principle. In this context the term then ‘facilitating’ is misleading, these boys were dealing drugs! This would be very difficult to prove and solid specialised medical expertise should be consulted by the court. I would still argue that 1500 lashes and 15 years in jail is disproportionate, even throwing in their supposed lack of morality (Having illicit affairs pales in my mind next to drug dealing) and even for Saudi Arabia. In the event that the doctors’ sole crime was that they failed to monitor the care of the princess properly, then they are guilty of negligence and flogging them becomes gratuitous. It is interesting that few in the Arab media chose to explore the issue at hand from a scientific fact based approach. Instead, the focus was on the typically Arab styled settlement that followed: My one Camel for your two goats. In the interim, the news outraged Egyptians, who make up a high proportion of the workforce in KSA in a variety of fields. For years, they complained of being ill treated, underpaid and undervalued. Following a temporary move by the Egyptian government to ban their doctors from working in the KSA, Saudi Authorities paid lip service by promising that Egyptians workers would be given full rights. It is unlikely this promise will be extended to Philippine maids.

Waltz with Bashir: When Denial Meets Guilt

Waltz with Bashir’ is not a relaxing cartoon movie. It is on the contrary a very disturbing political animation feature about a war, a massacre, and most importantly about denial and guilt.
Artistically, the movie is a masterpiece. The reconstruction of the natural and urban landscape of 1982 Lebanon, and its adaptation into animation frames is a total success. As a Lebanese I was amazed by the capacity of writer/director Ari Folman (himself ex-Israeli soldier) to recreate the context and to adapt it with such precision. On this specific point, he succeeded where the expert in war scenes reconstruction Steven Spielberg (Cf Saving Private Ryan) failed in ‘Munich’. In that movie, Spielberg’s vision of Beirut in 1971 when trying to recreate the scene of the Israeli commando operation in Beirut is at best inaccurate, relying on generic stereotypes of Arab cities.
But Waltz with Bashir is not a historical movie. It will never be a piece of valuable archive on the Sabra and Shatila massacres in 1982 or even on the Israeli invasion of Lebanon that same year. Folman’s work does not contradict agreed historical facts, nor does it attempt to twist reality to fit the Israeli version of events. There is nothing misleading in the movie, however, it fails to draw on the whole political context of the invasion and the massacre. For example, Ariel Sharon, the architect and mastermind behind the 1982 invasion has a minor appearance of less than a minute.

I can assume that finally Ari Folman did not set up to make a historical and factual movie that would be cited as a reference. What is sure is that he wanted something else from his movie. His message resides in the relation between guilt and denial within the Israeli society, regarding the massacre of Sabra and Shatila. The guilt Ari Folman himself experiences as an ex Israeli soldier who took part in the invasion of Lebanon in 1982 is shared by an entire generation of Israeli soldiers. Even if Israel as a State washed its dirty hands with the Kahana Commission of Inquiry in 1983, which found Sharon indirectly responsible for the killings and prompted his resignation as defense minister costing him years in the political wilderness; this isn’t enough for Folman. In the movie, through the individual accounts of his former comrades in arms, he tries to understand why Israel did not stop a massacre while it had all the power to do so. The difficulty in answering that question reveals other more personal open wounds for these men who, for more than two decades, found refuge in a state of denial.

In that sense, ‘Waltz with Bashir’ is a remarkable work on the Israeli collective memory and targeted directly at an Israeli audience. It acts as a motivator to reflect on 60 years of often very shameful History.
The Movie is also uniquely brave, and goes where few Israeli or Jewish box office movies have, in comparing the images of Sabra and Shatila to the ones of the Prague Jewish Ghetto during the Second World War, breaking the Zionist myth that no suffering can equal what Jews suffered under the Third Reich.
It is not surprising ‘Waltz with Bashir’ won 10 awards including Best Foreign Independent Film at the British Independent Film Awards, and three nominations including the prestigious Palme d’Or at Cannes Film Festival. Its success raises the issue that Israeli society finds itself ahead of the Arab World in working on the collective memory of the Arab Israeli conflict. This part of History also belongs to us, and it is maybe time we take a step forward in facing our inner devils.

الجهاد يتألق في مجتمع علم الكلام

تنتشر في العالم موجة خوف واسعة من الإرهاب الإسلامي المتمثل في عنف الجماعات والتنظيمات الإسلامية المسلحة الذي يطال اهدافاً مدنية وغير مدنية تحت مسميات الجهاد. لست هنا بوارد نقاش موسّع لـ"الفكر الجهادي" او تحليل جذوره ومشروعيته.
برأيي، وبكل بساطة، إن مشروعية "الجهاد" هذا تسقط فوراً بمجرّد مقارنة بسيطة بين منظومة القيم التي يحملها وتناقضها مع أبسط القيم الإنسانية المتعارف عليها من حرية وعدالة ومساواة.
ولا أقيم اعتباراً لقيمتي الخير والفضيلة التي يحاول الفكر "الجهادي" الإسلامي ان يستبطنها، فهاتان القيمتان بالتحديد كانتا ايضاً في صلب العقائد الفاشية التي عرفها التاريخ الحديث.
كذلك لا اعير اهتماماً كبيراً لقيمة "الأصالة" التي يروّج "الجهاديون" لها في عالمنا العربي والامتداد الإسلامي، فلست اعترف بغير أفكار الأنوار والتحديث حتى في الدين، واقول ذلك وانا اشدّدّ على علمانيتي غير القابلة للتصرف او المساومة مع احترامي الكبير للفكر الديني المتنور الذي يقبل الفكر الآخر ويحاوره على قاعدة الانتماء المشترك إلى القيم الكبرى وإلى الانسانية.
ومع هذا أجدني مدفوعاً إلى محاورة تاريخية للأصالة الحقيقية وإن لم أكن في موقع المتبني الكامل لها، ولا في استخدامها لغة للكتابة. تشدّني أصالة جمال الدين الأفغاني ومحمد عبده، وأطالع بإعجاب أفكار شكيب أرسلان في إصلاح الخلافة الإسلامية ضمن دولة دستورية حديثة.. فأُعجب بالأصالة الأصيلة دون ان أتبناها مقدار استهجاني للفاشية الحديثة المقتبسة من طلائع القمصان السود والخضر في أوروبا ومن تطرف جماعات التتريك الثقافي القومي في بداية القرن العشرين.
وأنا استعيد هذه المقاربة بين الفاشية الأوروبية ونسختها التركية، وكذلك العربية، وبين الأصالة في الفكر التجديدي الديني وغير الديني، أذهب الى اعتبار الجهاد بمفاهيمه الحالية أحد اقذر التعبيرات عن انحدار مفاهيم الانتماء الثقاقي والقومي والديني.
ولئن كنت أشدّد على آنية هذا الوصف لمفهوم الجهاد، فهذا لأن الكثير من صرخات الثورة الوطنية في مشرقنا العربي كانت "حيّا على الجهاد" في مواجهة مستعمر من هنا وآخر من هناك. هكذا أسمعها في صرخات فرسان جبل العرب تحت راية الدرزي سلطان الأطرش، او في صولات رجال جبل العلويين بزعامة ابراهيم هنانو، او في جهاد عزالدين القسام في فلسطين التاريخية.
أما المفهوم الحالي لـ"الجهاد" المفتوح ضد "اعداء الله والمسلمين" فهو يأتي في زمانه ليتوجّ الانحدار المتوالي في الفكر القومي والديني على حدّ سواء.
ويجب ان أضيف أن تطرفي في الحكم على الفكر الجهادي ليس نابعا من لجوء اصحاب هذا الفكر إلى العنف لتحقيق اهدافهم فحسب، فلم يكن العنف وحده هو القاعدة الرئيسية لتظهير المواقف من الجماعات والأفكار والسلوكيات المختلفة.
والقائل إن "الإرهاب" الإسلامي جاء في التاريخ الحديث تتويجاً لما سبقه من إرهاب شيوعي، أحاججه بأن العنف كان دائماً سلوكا وممارسة متجذرة في صلب الحركات السياسية إلى اي اتجاه انتمت، ولست مجبراً على تعداد الوقائع والأحداث التاريخية فيمكن لأي باحث جادّ ان ينجز هذا العمل. لكن المعيار في قياس الحركات السياسية ليس في استخدامها للعنف وطبيعة هذا الاستخدام فحسب، على اهمية ذلك، بل المشروع الذي تحمله.
والحال ان الإرهاب الإسلامي حتى قبل ان يفجرّ براكين الدماء يحمل مشروع الإرهاب نفسه دولةً شموليةً متأخرةً في انتمائها إلى الحداثة، دولة قروسطية تحتكر الحقيقة وتفرض احادية الدين وتبشرّ باللامساواة بين "المؤمنين والكفّار" وتفترض سلفاً بعصمة الأمير أو الجماعة لا فرق.
دولة قانونها قطع الرقاب والأيادي، دولة ترجم العشّاق، عدوّة للتراث، وتسكت الأصوات، ولا فرق إن كانت هذه الدولة في محور الشرّ أو من دول الاعتدال.
إنها دولة - أيديولوجيا متأخرة حتى عن الفاشية الأوروبية التي تستبطن حداً أدنى من الانتماء إلى التاريخ الحديث والسعي إلى الازدهار والبعد عن الغيبية، على الأقل في تمظهرها الأدبي.
ما أناقشه هنا، بالتحديد، ليس فقط تعارض الفكر "الجهادي" مع القيم الإنسانية المتعارف عليها والمقبولة والسائدة، بل الخلايا النائمة لهذا الفكر، النائمة في لبوس سلمي مهادن، والبيئة الثقافية والتربوية التي تشجعه.
فأحد أبرز الأخطار التي يواجهها العالم الإسلامي هو سيطرة الفاشية الإسلاموية على نظام التربية وجهاز الدين الرسمي والادوات الثقافية للإسلام السياسي.
لهذه السيطرة تجليات عديدة، ربما أبرزها مناهج التعليم في العديد من الدول العربية، والتي تحوي ثوابت خطيرة منها أن الأصل في الانتماء هو لدين الإسلام، وأن ما عدا ذلك ضلالة، وأن المسلمين هم الناجون من النار، والآخرون مشركون يجب إما هدايتهم او تنظيم وجودهم، وأنه حتى في الإسلام توجد فرقة ناجية والآخرون على ضلال أيضاً... الخ..
وهذا اساس التربية الإسلامية التي تدرّس وتلقن لملايين اطفال العرب، ولمن لا يصدّق فليراجع مناهج التربية في دول الخليج والأردن وحتى في مصر التي أسهم دعاتها الهاربون من الناصرية في تزويج "حركية" حسن البنا إلى سلفية أحفاد الشيخ محمد بن عبدالوهاب.
بعد المدرسة، توجد ادوات السيطرة الثقافية الأخرى، وهي لا تقتصر على الأجهزة الدينية الرسمية، بل تمتد إلى وسائل الإعلام والثقافة والنشر فتكثر الفضائيات الدينية، والبرامج الدينية، وتنبري فضائيات إخبارية مهمّة لنقاش ما كان من خلاف بين علي وعمر بذريعة الإشكال الحالي الذي يسببه الاشتباك السياسي بين السنّة والشيعة.
في كل ذلك يتألق هذا النوع من الجهاد القاتل، ويأخذ بريقه من نقاشات قروسطية يدّعي من يحتضنها انها الغالبة على مجتمعاتنا المحافظة ناسياً ان التدين بشكله الحالي هو الطارئ وليس الأصل، واعني بذلك التديّن العدائي الشمولي الذي يدّعي امتلاك الحقيقة ويغلّب الانتماء الديني على غيره من ولاءات وطنية واجتماعية وثقافية.
ويتألق الجهاد القاتل في أجواء مؤتمرات حوار الاديان التي تنظمها دول تمنع حرية العقيدة حتى ضمن الطائفة الواحدة، ويتبارى العالم للّحاق بفتاوى طلاب الفقه وعلم الكلام التي هي أيضاً انحدرت فبتنا نسمع الجدل حول جواز إرضاع الموظفة لزميلها الموظف حتى يحلّ لها العمل معه في مكان واحد، او النقاش العقيم والتحايلي بشأن الدعارة المنظمة تحت مسميات المسيار أو زواج السفر أو السياحي.
ويتألق الجهاد القاتل في مجتمع مثقفي الشاشات والصحف فينقاش نظريات تردّ أسباب الأزمة الاقتصادية العالمية إلى التفسيرات الغيبية ونظريات نهاية العالم وقرب القيامة أو الحشر.
في ظل هذه الموجة من المصطلحات والنقاشات القروسطية، والتي تكثر فيها تعابير الحلال والحرام، يتألق الجهاد بمفهومه المدّمر، ويجد مشروعيته المدّعاة.
وفي ظل هذا السيل الجارف من إقحام الغيبيات في كل شيء يصبح من الطبيعي جدّاً أن يبرز الجهاد كمحصلة طبيعية لسيطرة الفكر الديني القروسطي على مختلف أوجه الحياة، فيحرّف أولويات الإنسان العربي ويصبح تعبيراً عن ضياع الهوية السياسية والاجتماعية، وممراً لمختلف أنواع الاختراقات والتوظيف السياسي والأمني.
الجهاديون الحاليون ليسوا حالة غريبة عن مجتمع علم الكلام، بل هم تطور طبيعي له، وهم حماته، وحراسه، وطلائعه المسلحة.

General Aoun and the Weight of History

General Michel Aoun’s visit to Syria is a historic step. And although I have disliked the man for the most of 20 years, I will grant him that his ability to make history is second to none on the stale Lebanese political scene. His latest achievement took me back to another personal historic moment that bears his mark.
In the tangles of my childhood memories, 1989 is the year of General Michel Aoun. As an 11 year old boy my political opinions were simplistic and instinctive at best. We had been told for many years that the Syrians were not our friends, although politicians diverged over the amount of enmity we should have for our cousins to the East. The General had emerged the previous summer as the new kid on the block, bringing with him the righteousness of the former soldier and an unspoilt record at the head of the Army.
The country’s institutions suffered a severe case of Doppelganger and tension had been building for weeks between the interim government and the militias which controlled various illegal ports. The General gave an ultimatum and on the morning of 14th March 1989 rockets fired by an unidentified source killed and maimed dozens in Muslim West Beirut. By tea time, hell had been unleashed on civilian populations both sides of the sectarian divide that separated the Christian Heartland from the rest of the country. That makeshift wall of separation was less shameful than the one being erected in Palestine. It had been carefully crafted for years out of scrap metal and sand bags. The beleaguered Christians treated it as a safety blanket or a panic room, and did not mind the ‘rat in a cage’ effect as long as it kept them safe from the unruly and occupied Wild West (For West Beirut). From our perspective the occupying army was Syrian. We had had an uncomfortable relationship since it entered the country in 1976 but all ambivalence was lost as their artillery was let loose to pound the narrow strip of land we called ‘The Eastern Region’. Heavy shelling from the surrounding hilltops set ablaze residential neighbourhoods in the Capital and in Mount Lebanon. Beefed up by steady stream of Iraqi ammunition Lebanese units under the command of Aoun, supported (some say half-heartedly by Geagea’s Lebanese Forces) returned fire in supposedly targeted fashion.
That evening, in the Town of Jounieh, around 20 local men were gathered sought relative shelter and definite entertainment in my father’s office as the battle raged outside. The gossip dies down as eyes turned towards a small battery powered TV set, which dated back to the 70s. The President-General was addressing the people from his underground Baabda office, the Lebanese flag neatly displayed behind him. The combination of macho talk and military fatigues had the effect of strong liquor on us, numbing the sounds of the explosions and the fear gripping our hearts. We knew he meant every word as he declared the war of liberation on the regime of Hafez el Assad. I scanned the room staring at the old and young faces, filled with pride and hope. It didn’t matter who would die that night or the following nights as long Hafez was made to pay the price for the years of oppression.
The shelling continued every night while short daytime lulls allowed us to carry out essential daily living activities. Ten days later our apartment block sustained a direct hit as we had dinner at home. We luckily escaped unscathed but the close brush with death had its psychological toll on us. My father decided to ship us abroad while he remained in Lebanon. The blockade imposed by Syria was to be tightened that night as they targeted the cruise ship which was still ferrying refugees to Cyprus. A long frightening wait at the port was followed by another day. We finally embarked at sea, having been transferred by fishing boat, in what I can only describe without going into the gruesome details as a ‘Boat People’ experience. Women and children were lifted aboard through the engine room and then up the stairs through the small Bar and casino room. In a formidable display of absurd resilience, two men in suits were quietly sipping whisky in a corner: This was my first taste of exile. A worthy sacrifice I thought as the General’s words resonated in my head.
From Cyprus, we made our way to Germany, as it became clear that our stay was less temporary than we thought. Six painfully slow months passed, as we listened to the misery of our homeland described in the foreign media. And then came the cease fire. Everyone emerged triumphant, turning destruction and the slaughtering of innocents into success. My mother brought us back on the first flight from Frankfurt to Beirut: A MEA plane with on board 10 passengers. Pride was still the dominating feeling as we landed at a skeletal Beirut airport where I had never set foot before. The Door of the plane opened...and we were greeted by an impeccably dressed Syrian officer harbouring a shiny gun at his waist. Welcome to Lebanon he said grinning in Arabic! The liberation had failed then.
1989 had been challenging. We had been out of school for months, living in a foreign country and our family split apart. By the time the Taef accord was signed I had given up on Liberation wars. Unfortunately 1990 was also to be Aoun's year, from his bloody feud with the Lebanese Forces to his standoff in Baabda and his exile to France. Fifteen years in exile did not dampen the showbiz abilities of the man. He skilfully snatched 2005 from the Hariri clan and maintained himself at the centre of events throughout 2006 and 2007. He could only afford to surpass himself in 2008, which he did. Between you and me, I am seriously dreading 2009.

The Mumbai Attacks: Al Qaeda Decentralized

What happened in India last week sets a new tone for the war on terror. From an American led campaign that generated, for years, passionate debates around the globe, the war on terror has acquired since the Mumbai attacks a totally new local and regional dimension imposing a new Modus Operandi and complicating the modalities of the so called “Global War on Terror”.
From the Madrid train bombings in March 2004, to the 07/07/ London bombings in 2005 and the self styled Iraqi Al Qaeda long struggle, we have been hearing about new ways and tactics the terrorist organization is using to bypass the vigilance and the high security plans introduced in major Western capitals since September 11 attacks on New York and Washington.
The way the Mumbai attacks have been planned and put in practice confirm the change in the nature of the struggle, at least from Al Qaeda’s point of view. It has been made clear that Al Qaeda managed to change its fighting style, showing creativity and the capacity to adapt to new conditions where the “sleeping cells” strategy isn’t as efficient. Instead of manipulating undercover sleeping cells hierarchically related to Osama Ben Laden and Ayman Al Zawahiri, the Mumbai attacks prove that Al Qaeda is now a decentralized entity, granting its trade mark label to any Islamic group willing to start a local franchise of the Ben Laden movement.
Some technical lessons should be learnt after the attacks in India last week. The more important one is how powerful a local terrorist group can be when it operates in its natural environment. In that sense, the group that perpetrated the attacks in Mumbai managed to turn one coordinated assault into a series of independent successful operations. The only difference with the Al Qaeda style has been the absence of the suicidal dimension. While suicide attacks have been the strongest tool for Al Qaeda (9/11 and Madrid bombings), the decentralization of the movement unveils new dangerous and deadly capabilities of Islamic terrorism without the need to make suicide a key to success. On the contrary, the decentralization method proves, at least in the Indian case, that terrorists can plan and carry out commando operations that last for days and cause chaos and fear. It is useful here to remind that as few as 10 militants may have been involved in the Mumbai assaults, attacking multiple locations including two hotels, a major railway station, a hospital and a Jewish centre. And to cap it all, the Islamist commandos even had the audacity to search for people with Western passports in order to take them hostage.

Al Qaeda’s decentralization appears as a real new global threat, and there is a high probability that it will lead to the decentralization of the war against it, with all the complications that follow. The attacks in Mumbai, after Delhi held Islamabad responsible for offering a safe haven to terrorists, directly resulted in the inauguration of a new era of tension with neighboring Pakistan. Decentralizing the fight against Al Qaeda is a high risk strategy specifically in the Arab and Islamic world, where the “War on Terror” label may serve as an excuse for some states to try and win through aggression what should be achieved through negotiations.

ما أضيق العيش في بلاد الأرز

منذ بضع سنوات أحيل المسؤول العسكري الفلسطيني منير المقدح إلى القضاء اللبناني بتهمة تهديد وزير في حكومة لبنان، وصدر بحقه حكم بالسجن. منذ ذلك الحين يمتنع العقيد المقدح عن مغادرة مخيم عين الحلوة. أما الوزير المعني بالتهديدات فهو السيد نقولا فتوش الذي لم يرتكب جرماً ما عدا تصريح أدلى به استخدم فيه مصطلح نفايات لوصف الفلسطينيين في لبنان او على الأقل هكذا ادعى المقدح حينما استعرض عضلاته وتوعّد الوزير فتوش و"هدّده". حصل ذلك في زمن الوصاية السورية على البلد وحينما كان الوزير فتوش أحد الحلفاء وثيقي الصلة بمسؤولي الوصاية!
حسناً فعل فتوش إذا كان استخدم هذا المصطلح في توصيفه لفلسطينيي لبنان الذي يعيشون في مخيماته منذ نزوحهم القسري في عام 1948. فالفلسطينيون في "بلاد الأرز" يعاملون معاملة النفايات ومخيماتهم مزابل مشرعة لشتى انواع القمامة معاد تصنيعها. الذي يعرف المخيمات الفلسطينية، يعرف جيداً انه من الصعوبة بمكان إدخال كيس اسمنت واحد إلى مخيم فلسطيني في لبنان حيث تتابع الحكومات المتوالية تشديد مراقبتها لمواد البناء الداخلة إلى المخيمات في محاولة منها للحدّ من البناء العامودي الذي يضطر الفلسطينيون إليه بسبب الزيادة الديمغرافية الطبيعية، ومع ذلك فإن الأسلحة الخفيفة حديثة الصنع تدخل بسهولة، والمطلوبون اللبنانيون والفلسطينيون والعرب يدخلون ويخرجون، والأموال التي تذهب لاغراض الاستخدام السياسي حصراً تتدفق بيسر على ما يبدو، ويطيب للمجموعات الإرهابية الإسلامية الاستيطان هنالك بل و"التكاثر" أيضاً.
والأسوا من كل ذلك، أنه رغم الانحسار الكبير للنفوذ الفلسطيني، لا يزال هذا الملف يُستخدم من قبل الأطراف اللبنانية في سياق السجال الداخلي.
فالجنرال ميشال عون جعل مسألة الوجود الفلسطيني في صلب برامجه السياسية كلها، وهو او نواب كتلته لا ينفكون يرددون معزوفة رفض التوطين، والتخويف منه، وما سرّب على لسان عون إلى الأوروبيين والأميركيين أقلّه ان لبنان بلد صغير ولا يتسع لـ450 الف لاجئ فلسطيني في حين ان الدول العربية واسعة ويمكن لها بسهولة ان تستوعبهم.
وما لم يقله عون مباشرة قاله حلفاؤه في "جبهة الحرية" وهم تجمع لقادة ومقاتلي القوات اللبنانية المعادين لسمير جعجع، حينما طرحوا بصراحة خطة ترحيل للفلسطينيين، جزء إلى البلاد العربية وجزء آخر إلى المهجر الأوروبي والأميركي تحت شعار لمّ الشمل العائلي، وربما جزء إلى اراضي دولة فلسطينية لم تولد بعد.
وهذه الجوقة المنضوية ضمن أوركسترا تحالف "8 آذار" تجد لها من يواكبها صراخاً يومياً باسم شعار حق العودة إلى فلسطين، وباسم القضايا الكبرى الإسلامية منها والعربية لا بل والأممية، وهو ما يتولاه حزب الله بشكل أساسي.
كأنما الفلسطيني اختار البقاء بملء إرادته في هذا البلد الذي يمنع عنه من حق العمل، كما يقيّد إقامته وانتقاله، ويحاصره في سكنه. (الفلسطيني ممنوع من العمل في معظم المهن، وغير مشمول بتقديمات اجتماعية، ولا يحقّ له الانتساب إلى النقابات، وتقيد تجارته، ولا مكان فيه لأصحاب المهن الحرة من اطباء ومحامين وصيادلة، ويحظر عليه تملك منزل، ولكي يخرج من بعض المخيمات "الخطرة" عليه ان يحوز على تصريح خاص من استخبارات الجيش).
الفلسطينيون ارتكبوا اخطاء وخطايا في لبنان (واللبنانيون كذلك)، وسلاحهم في المخيمات وخارجها لا داعي له. لا بل إن بسط الدولة اللبنانية سيادتها على المخيمات الفلسطينية ضروري للفلسطيني قبل اللبناني. وإن كان يوجد من يتمسك بهذا السلاح اليوم فهم بعض اللبنانيين وامتداداتهم الإقليمية المعروفة.
واكثر من هذا، الفلسطيني لن يقبل بالتوطين في لبنان أو بحيازة جواز سفر لبناني، فلا توجد ضرورة للأمر. لكن ان يتم التهويل يومياً بموضوع التوطين وفي الوقت نفسه حرمان الفلسطينيين من حقوقهم في حياة كريمة بحدنها الأدنى، فهذا ما لا يقبله عقل ولا منطق، إلا منطق بعض اللبنانيين المغالين في افتخارهم بلبنانيتهم وادعائهم الحفاظ على هوية البلد (أي هوية؟)، وهم يخفون تعجرفاً مقيتاً وعنصرية غبية.

ما المطلوب حقيقة؟ تهجير الفلسطينيين تحت شعار رفض التوطين؟.

عيب! الفلسطينيون هُجروا قسراً في الأربعينيات، كما نزح الأرمن في بداية القرن الماضي، مع السريان والأشوريين والكلدان وغيرهم. الفلسطينيون النازحون واولادهم وأحفادهم عاشوا حياة القهر والفقر والذل، فيما حاز البقية على الجنسية اللبنانية.
عيب علينا نحن اللبنانيين الذين نصبنا تمثال المهاجر الأول على مدخل عاصمتنا، أن نعمد إلى المتاجرة بحياة من لا يزال البعض يصرّ على تسميتهم بـ"الغرباء" ويجدّد الحلم – الكابوس القديم بان يقيم حدائق للحيوانات مكان المخيمات. (هكذا وعد رئيس سابق للجمهورية الجنرال آرييل شارون أن يفعل بمخيم صبرا وشاتيلا).
هذا بعض من الحياة السياسية هنا، سياسة تجتر نفسها ولا تملك سوى القدرة على اعادة وجوه جديدة لوحش العنصرية نفسه.

Palestinians Advertise Peace in Israeli Newspapers

The Palestinian Authority showed unusual creativity and determination last week by placing a full-page advert in Israeli Hebrew newspapers to promote a six year old Arab peace plan. The plan was first proposed at the Beirut 2002 Arab Summit and readopted by Arab countries last year in Riyad.
The initiative clearly proposes a return to the principle of “Land in exchange of Peace”. According to this principle, Arab countries will recognize the State of Israel in exchange for an end to Israel's occupation of land captured in the 1967 Arab-Israeli war.
The proposition looks straightforward from the Arab side, but examining the question from the Israeli point of view involves different parameters, if not a total different logic. While The Arab initiative appears to be a proof of goodwill, and a serious step towards peace; it is echoed by suspicion and hesitation in the Israeli political sphere. The Israeli reaction to the initiative proves once again that Tel Aviv is still far from promoting a peace building culture. It also confirms that after 60 years of existence, Israel still acts according to the archaic principle that considers attack (or aggression) the best form of defense.
Since it was first proposed, the Arab initiative created divisions in the Israeli political class. While the Israeli government has noted "positive aspects" in the plan without formally accepting it, Israeli President Shimon Peres praised the plan as a "sea-change" in Arab policy, and Defense Minister Ehud Barak said it could "serve as the basis" for negotiations.
The real hesitations behind the Israeli position over the Arab plan rely in internal political and partisan divisions. While Israelis agree in theory that they will have to return most lands occupied in 1967, they part over two elements of the peace plan - allowing East Jerusalem as a capital for a future Palestinian state, and discussing Palestinian refugees in the context of a peace deal. It is on these two focal points that Israel will have to make hard choices and concessions in exchange for peace and prosperity, especially after it proclaimed Jerusalem (including the occupied eastern half) its "eternal, undivided" capital and rejected any responsibility for the flight of refugees during conflicts since 1948.
In this context of tense internal divisions where Israeli politicians blame each other constantly for concessions made to the enemy, a simple and clear plan like the Arab initiative can easily be distorted, and the Israelis mislead and misinformed.
It is interesting to see the Palestinians bypassing the Israeli political class via leading newspapers and addressing the Israeli public directly in their own language, preempting implicitly against any political manipulation of the peace initiative.
Such audacity is a great starting point, but instead of being a one time shot, it needs to develop into a proper pressure tool pushing Israeli politicians towards more responsible attitudes and less hypocrisy and manipulation.
However, it is still unclear whether the Palestinian Authority has a real strategy in that sense.

Self confessed Neurotic Iraqi Wife (NIW) is Iraqi-British and in her thirties. She started blogging in August 2004 and her journey since then has taken us from London to Abu Dhabi through Baghdad. From her privileged position as the wife of an Iraqi expat involved with the American administration of Iraq, her story is also that of the country since the 2003 invasion. Her early posts are dedicated to and indeed dominated by HUBBY (husband). He remains anonymous to the readers, although the idiosyncrasies of Arab manhood are exposed with remarkable humour. A recent bride, NIW draws us into her world, comfortably sharing her anxieties over their young marriage with a wide and varied audience. The themes, taking into account the cultural context, are universal: The tension between career and family, the compromises to be made in a marriage and the stress of a long distance relationship. Mixing the personal with the mundane and the political, NIWs is observant and witty, commenting on everything from Iraqi elections to cosmetic surgery. We frequently accompany the couple on their R&Rs (Rest and Relaxation) around the world, from Amsterdam to Hong-Kong, as they do their best to defy the circumstances and strengthen their relationship. With the years NIW comes of age, in blogging terms and probably personally as well. She slowly redefines herself from a wife to a stand-alone commentator. This is very noticeable with her move to Baghdad in May 2005 after 15 years of exile. Her observations become more personal and she stops being the mouthpiece for her husband on Iraqi politics (Something that was unavoidable until then given the pressure from her readers for inside information).Despite the obvious relief of being with her husband, new tensions arise linked to the unique environment of the Restricted area at the heart of Baghdad known as the Green Zone (GZ). Judging from her writings, her mood states also closely mirror the ups and downs of the occupation, as experienced through the selective lens of the expats. From interaction with colleagues and fellow residents from all walks of life, all stuck in ‘EYERAK’, one cannot avoid connecting with the overwhelmingly claustrophobic atmosphere. She is not afraid to venture into other Middle Eastern issues, touching on the Israeli assault on Lebanon in July 2006, that she lives through the plight of her sister, trapped in Beirut under fire. She is also critical of prejudiced tendencies that she witnesses first hand within Emirati society. An unashamedly ardent Obama supporter over the past few weeks she makes a more tempered (and realistic?) assessment over his likely impact on the Iraqi situation. In a recent post she states her frank pessimism about Iraq in the short term, predicting an inevitable downturn of events that the US presence is only delaying

Miliband in Old Damascus : Ice Cream and Orientalist Themes

I have always found David Miliband irritating and patronising. But I have found him even more so ever since, when asked on British TV on the type of music to be found on his IPOD, he responded by ‘Classical’. This was a few days after his boss Gordon Brown had surprised the media by claiming his admiration for the Arctic Monkeys, an edgy Rock band from Sheffield. The contrast between the two answers in that time frame should give you an idea about the man’s psychology. So watching him eat Ice Cream in Damascus’ s Old Quarter reminded me more of the ‘Englishman abroad syndrome’ than of a comfortable cultural exchange; A striking departure from the laid back Tony Blair.
But this piece is not about Miliband, although he is likely to continue making the headlines in the future, possibly as a British Prime Minister one day. This piece is about Syria and its eternal potential as a ‘force of stability’ in the Middle East. Never mind the appearances, Western powers have always favoured working in partnership with the Assad(father and son)regime in Damascus, hoping secretly that they could turn him one day into the Hosni Mubarak pseudo-republic : authoritarian at home, moderate abroad and unquestionably serving their interest in the region. But again and again, the mutually beneficial relationship has failed to take off, with the guilty party being the Syrians. This is not out of some ideological principle, as they like to bang on about, specifically when taunting their ex-Lebanese allies now turned hardened Atlancisits.
Syria has shown throughout the decades that its position as arch-enemy to the Zionist project is less permanent than it might appear to readers of the Baath, Teshrine and Al-Thawra (All official publications of the regime). Whether failing to support the Fedayeen in Jordan, fighting a half-hearted battle in Lebanon (1982,1996), joining the anti-Iraqi coalition in 1991 or defending its own borders against repeated airborne aggressions (2007,2008), the Syrians have always a White Flag in reserve. At the first hint of interest from anyone in a suit and a foreign accent the Syrian Nomenklatura is seen welcoming, wining and dining or feeding Ice Cream. And for some strange reason what is acceptable in Damascus is certainly anathema in Beirut. The reason has less to do with the credentials of the current Syrian Leaders. After all none of them lost limb fighting the Americans or a son resisting the Israelis.
The credentials used are those of Damascus as a well established centre of power with historical significance in the Arab and Muslim World. A seat of the Khilafa and (adopted) home of Salahuddin, to be reckoned with in war and peace. In contrast Beirut seems a hybrid rebellious cousin, to be tamed rather than be reasoned with. On that point Assad, Sarkozy and the Anglo-American axis agree.
The problem remains that Syria is unable to offer the veneer of democracy required by public opinion in Europe and is still hoping to obtain more than Israel is willing to give up in the occupied Golan Heights. With the Israeli Skiing season starting shortly, the Europeans know that. This visit might have more to do with Anglo-French rivalry than Middle Eastern hopes for Peace. Where Sarkozy treads Albion will follow!

تقدّم القوى السياسية المتصارعة في لبنان الإنتخابات النيابية المقبلة على أنها مصيرية للبنان الكيان والوطن والدولة. وتعمل هذه القوى على شحن مناصريها وتنبيههم الى خطورة ما ستنتهي إليه نتائج هذه الإنتخابات. كما أن الحركة السياسية الداخلية ومصالحاتها باتت محكومة بدورها بالتحضير للإنتخابات النيابية.
ومن إستمرار مناخ المصالحات والتهدئة بين القوى في الشارع الإسلامي، وعقد اللقاء المتأخر بين السيد حسن نصرالله والنائب سعد الحريري، الى صعود وهبوط بورصة المصالحة في الشارع المسيحي، مروراً بإثارة مسألة صلاحيات نائب رئيس مجلس الوزراء، وصولاً الى الجدل حول توسيع دائرة المشاركين في طاولة الحوار برعاية رئيس الجمهورية، يعمل جميع الفرقاء على تحسين شروطهم بانتظار المرحلة القادمة. وهي مرحلة فيها انتخابات رئاسية أميركية، ودعوة الى إنتخابات نيابية مبكرة في إسرائيل، وإنتخابات رئاسية في إيران، لها جميعها انعكاس على لبنان ومضاعفات على المنطقة بأسرها.

في الوقت عينه، تعمل القوى الخارجية الفاعلة محلياً على طرح أوراقها مواكبةً الإعداد للإنتخابات النيابية اللبنانية، ومتجاوزة ذلك نحو ملفّات متعدّدة.
فنرى سوريا توجّه عدة رسائل الى المجتمعين العربي والدولي لإعادة تلميع دورها في لبنان من خلال القبول بإقامة علاقات دبلوماسية (بتأخير 65 سنة!)، وإعلان إستعدادها لتطبيق قرار الأمم المتحدة 1701 ومواجهة الإرهاب، في نفس الوقت الذي تحشد فيه قوى عسكرية على الحدود مع لبنان. ونرى إيران تستقبل ميشال عون للإشارة بأن حدود نفوذها لبنانياً صارت تتعدى الطائفة الشيعية ودور حزب الله. في المقابل، نشهد إعادة تنشيط للدور المصري من خلال زيارات لمسؤولين مصريين الى بيروت، وتوجيه الدعوات الى شخصيات سياسية ودينية لزيارة مصر، وذلك لموازنة الدور السوري، وعدم ترك الدور السعودي وحيداً في مواجهته. ويضاف الى كل ذلك، ظهور اهتمام متأخّر للولايات المتحدة بتسليح الجيش اللبناني.
مما لا شكّ فيه أن الإنتخابات النيابية اللبنانية المقبلة تكتسي أهمية كبيرة، وخاصة لجهة قياس حجم القوى السياسية، ومدى تمثيلها لشارعها. إنما القول بأن هذه الإنتخابات، بحدّ ذاتها، ستقرر مصير الأوضاع في لبنان برمتها، ففيه الكثير من التضخيم والتهويل، ويقع ضمن الدعاية للحملة الإنتخابية التي لم تفتتح رسمياً بعد (إلاّ من خلال الخدمات وتزفيت الطرقات التي تنشط مع كل إقتراب لموعد الإقتراع) !
إن نتائج الإنتخابات النيابية المقبلة في لبنان هي شبه محددة مسبقاً من يوم إقرار قانون العام 1960، في مؤتمر الدوحة، ومن ثم في المجلس النيابي. فهذا القانون الذي يحدّد القضاء دائرة إنتخابية ويعتمد النظام الأكثري في التمثيل، لن يحمل على الأرجح تبدّلات دراماتيكية في الإنتخابات، كما تشير أكثر الدراسات. والغلبة الطائفية والسياسية في أكثر الدوائر الإنتخابية ستعيد إنتاج معظم الطاقم السياسي القائم، مع بعض الرتوش والتغييرات الطفيفة. وإعادة تشكيل الأكثرية والأقلية ستحدده بضعة مقاعد جلّها في الدوائر المسيحية .
ومهما تكن نتائج الإنتخابات، فإن الطابع الطائفي للتوازن الإنتخابي وما يسمّى بالديمقراطية التوافقية، كفيل بشطب مفاعيل النتائج بين أكثرية وأقلية، كما حصل في السابق. كما أن التفكك والإنقسام السياسي الداخلي على أساس طائفي، والصراع حول موقع لبنان ودوره في المنطقة، وتوازن القوى فيه واندماجها بمحاور الصراع الخارجي، جميعها تجعل من الإنتخابات النيابية المقبلة محدودة التأثير في تقرير مصير الأوضاع في لبنان. وهذا ما رأيناه بعد نتائج إنتخابات 2005 .
إن التوازن الدولي والإقليمي حول لبنان، في ظل ظروف الإنقسام الداخلي التي يعيشها، هو الذي سيقرر فعلياً مصير الأوضاع في لبنان. أما وظيفة الإنتخابات النيابية المقبلة ونتائجها، فهي تحديد الأحجام، التي تتم على أساسها المحاصصة، وإستقبال نتائج التوازن الدولي والإقليمي، وتوظيفها داخلياً والإستقواء بها. من هنا تترقب القوى السياسية اللبنانية التطورات والمتغيرات الخارجية بصفتها العامل المرجّح لمسار الأوضاع في لبنان.

إن القوى الديمقراطية والعلمانية لا يمكن لها أن تدير ظهرها للإنتخابات النيابية، رغم ما يعتري الأخيرة من تشوّهات في القانون الذي تجري على أساسه، وعلى الأخصّ في عدم إعتماد النسبية. وهي لا يمكن لها الاّ أن تكون الى جانب الداعين لإستقلال لبنان. على أن يترافق انخراطها في المعركة الانتخابية مع طرحها الصريح لبنود البرنامج الإصلاحي المطلوب لبناء الدولة الحديثة، وتنظيمها الحملات الإعلامية لإيصال هذا البرنامج الى الناس، إن على الصعد السياسية أو الإدارية أو القضائية أو الاقتصادية، بهدف إخراج المؤسسات من منطق المحاصصة الطائفية الى منطق المدنية والديمقراطية المواطنية.

From Algeria to Costa Rica: A journey with Palestine

Costa Rica is a Central American country bordered by Nicaragua from the north and by Panama from the south. The Caribbean Sea lies to its East, leaving its western borders to the pacific. Its national language is Spanish. Although this country is very remote from our Arab world and barely makes the headlines, except during football world finals, it took an unprecedented step in February 2008, which I struggle to explain! The Government, presided by the Nobel Prize winner Oscar Arias Sanches, recognised the Palestinian state and initiated diplomatic relations despite angry Israeli opposition. Hence Costa Rica joined 105 other countries, mostly ones that used to be in the socialist camp, that have recognised the Palestinian state since it was declared by the late Palestinian president Yasser Arafat on the 15th of November 1988.

I really do not know what pushed the government officials to recognise a state that does not exist. May be they have not heard of the Oslo Agreements which set the base for the “Palestinian Interim Self-Government Authority” in the West bank and Gaza. Nor did they hear of the Israeli objections to this agreement enacted through the dismantling of the Palestinian authority apparatus, the creation of new settlements and erection of the Separation Wall.



Let us go back in history to Algeria in the autumn of 1988, in the midst of the first Intifada, to the National Palestinian Council meeting attended by the majority of resistance leaders after the stone throwers forced unity upon them. At this meeting the late Arafat stood on the podium and declared the independence of the state of Palestine. I would like to seize the opportunity to quote from a section of the independence declaration which I find very important:

"The State of Palestine is the state of Palestinians wherever they may be. The state is for them to enjoy in it their collective national and cultural identity, theirs to pursue in it a complete equality of rights. In it will be safeguarded their political and religious convictions and their human dignity by means of a parliamentary democratic system of governance, itself based on freedom of expression and the freedom to form parties. The rights of minorities will duly be respected by the majority, as minorities must abide by decisions of the majority. Governance will be based on principles of social justice, equality and non-discrimination in public rights of men or women, on grounds of race, religion, color or sex, under the aegis of a constitution which ensures the rule of law and an independent judiciary. Thus shall these principles allow no departure from Palestine’s age-old spiritual and civilisational heritage of tolerance and religious coexistence”.

This declaration crowned decades of armed national resistance, and long years of tiresome fighting which the "Fedaiyeen" embarked on. It also consecrated the revolutionary heritage embodied in the literature of the Palestinian struggle in general, and in the stated goals of the resistance which merges national freedom and personal freedom.
The Palestinian state which was declared in Algeria would be a democratic state, a state of freedom, a state of women rights, and equity among all its citizens, a secular state and not a religious one.
The declaration was written by the late poet Mahmoud Darwish at the time a member of the PLO’s executive committee using carefully chosen words. It came to assure us that the Palestinian revolution although it dropped its claim over the entire territory of historic Palestine was not willing to compromise on its democratic and liberationist essence.

Today, I can only say that the Palestinian issue is alive. It still embodies a lasting struggle between the urge for liberation and tyranny in all its forms. I say that regardless of everything that happened and is still happening in Palestine:

The two states solution becoming unconvincing in the shadow of Israeli vaunting and International silence. 

The fratricide slaughtering taking place between Palestinians. 

Fateh is no longer Fateh and the PLO is no longer the PLO.

Hamas using money from sources in Iran and the Gulf to change the nature of the conflict in contradiction to the spirit of the declaration: Palestine is a young secular democratic country.

The haste of "moderate Arab countries" to end the struggle, which is as disgraceful as the phony and impudent statements of the ‘Arc of Resistance’.

The repeated mistakes committed by the Palestinian revolution and its leadership leading to the current stalemate.

I say that the historical necessity of the slogan of a democratic Secular independent Palestine imposes itself because only it can exhaust the occupant and terrify the Arab tyrants. Because a free Palestine means a free Lebanon and a free Syria as well as a free Egypt etc. It also means freeing the Jews from the captivity of their racism. Finally it will allow the world redemption for having allowed and orchestrated a Century of injustice towards the Palestinian people.

I can only thank, in the memory of the late Arafat and the fallen martyrs, the free people around the world and the 105 governments that recognized the state over the years. a special salute to Costa Rica which alone reminded us this year that we did declare independence 10 years ago in Algeria.

Discrimination Against Moderate Muslims in Europe

The Centre for Social Cohesion in Britain suggested in a report (click here to access Full Report) published this week that European governments are not doing enough to safeguard freedom of speech for Muslim reformers living in the West and facing threats from extremists.
In its report, the British think tank highlights the case of 27 writers and artists including Salman Rushdie (author of The Satanic Verses) and Maryam Namazie, (founder of the Council of Ex-Muslims in Britain).
The report recommends that European governments should "promote greater religious and social harmony by demonstrating that they see Muslims and those of Muslim background as complete citizens, neither restricted in their freedoms nor unduly permitted to issue threats against others".
This report will not make the headlines less than a week after the American elections and with the amplification of the economic crisis and its repercussions in Europe.
There is however a number of interesting questions timidly raised by the Centre for Social Cohesion. While admitting that European Governments do not treat their citizens equally, the report implicitly accuses them of discrimination against those who aspire to a new citizenship. In most cases and specifically when it comes to intellectuals and artists coming to Europe from Muslim countries, the request for a new citizenship is based on threats and general lack of tolerance they experienced in their country of origin.
But unfortunately, living in Europe does not prevent the anger of Muslim radicals and their fatwas against the moderate and reformist free minds. Salman Rushdie, Maryam Namazie and pop singer Deepika "Deeyah"* are few known examples. But how many others like them are intimidated and refuse to speak their minds to avoid being at risk. It is sad to see modern progressive Muslim minds going into “hibernation mode” when there is vital need for their vibrant presence.
On the other hand, the origin of the threat against moderates comes equally from another category of Muslim citizens in the West, who deserve to be openly called, and without any shame, parasites. By that I mean those who can combine benefiting from a European lifestyle with celebrating the 9/11 attacks**.
Those parasites are the most dangerous threat to moderates, for they benefit from the system hosting them and work to destroy it at the same time, while dreaming, for example, of a day when Britain will be governed by the Islamic Sharia law.
Those who show extreme ingratitude to their host societies are the same ones who intimidate their fellow Muslim moderates. They threaten them by playing watchdogs for the radical regimes abroad. And it is interesting here to mention how, for decades, many Arab and Islamic dictatorships have been obsessed with cleaning their societies from any modern alternative to their power or any reformist wind of change. And the Arab invention of “Hereditary Republics” proves how successful the cleaning process was for decades.
Finally, the Centre of Cohesion report has done well calling for European governments to safeguard freedom of speech for Muslim reformers. But it raises equally an interesting dilemma regarding how the governments can guarantee freedom of speech and belief to all their Muslim citizens, while helping the moderate voices within Islam in their struggle to be heard.
